APPROVAL FOR DESIGN SERVICES AT 538 NORTH PALM CANYON DRIVE — THE
PALM CANYON THEATRE.
RECOMMENDATION:
It is recommended that the City Council authorize design services, which will become
Amendment Six to the Master Agreement for Contact Services No. 4089 with Interactive
Design Corporation (Reuel Young, AIA), total cost not to exceed $10,000. for evaluation of
the existing conditions and define the scope and prepare base drawings (phases one and
two defined below), for the repair and restoration of the fire-damaged portion of 538 North
Palm Canyon Drive. All costs will be reimbursed by insurance.
BACKGROUND:
On July 51h the City Council ratified the authorization of expenditures for emergency repairs
and clean up at 538 North Palm Canyon Drive, not to exceed $50,000, Resolution
No.19819. Occupancy has now been allowed back into the theatre, lobby and offices,
therefore allowing the summer kids camp to proceed as scheduled. The next step is to
procure design services in order to address the structural damage to the southeast wing.
The following is the proposed scope of services for the repair and restoration of the
southeast wing. The services will proceed in five phases: evaluation, preliminary design,
construction documents, bidding and construction. Costs of phases three, four and five
cannot be determined until phases one and two are complete and will, therefore, be
brought back to the City Council for approval at a later time.
1. Evaluation: find out what the existing conditions are. The architect and
related consultants will review existing documents (Record Drawings) related
to the building. (Blueprints dated 1926 were found in the Engineering
Department files.) Field verification of existing conditions will supplement
the information on the Record Drawings. An on-site conference involving
the Insurance Adjuster, City Risk Management Specialist, Dana Rascon,
City Building Official, Gary Bitterman, the Architect and Structural Engineer
will be conducted to determine full scope of work for the restoration project.
Finally, Mr. Bitterman will determine the design criteria to be used for any
design work.
2. Preliminary Design: Define the Scope and prepare base drawings: Based
on the agreed upon Scope of Work and design criteria, the architect and
structural engineer will identify any conditions which may require structural
analysis. Preliminary documents and outline Specifications will be prepared
for review by the City Building Official. The Architect will prepare a
statement of probable cost of construction for the project. Any ancillary work
not directly related to the fire damage will be identified, and preliminary
documents will be prepared.
3. Construction Documents: The Architect and consultants will prepare
Working Drawings and Specifications for public bidding.
4. Bidding and Contract Negotiations: The Architect will assist the City in
preparing Bid Packages and reviewing Bid Proposals. �4h
5. Construction: The Architect and consultants will provide site observations,
review shop drawings and submittals, review pay requests, and prepare
Change Orders during the course of construction.
The proposed design team is anticipated to be:
Architect: Interactive Design Corporation, Reuel A. Young, AIA, President
Structural Engineer: Grayner Engineering, George Grayner, SE
Electrical Engineer: Dream Engineering, Joe Nolan, PE
Mechanical Engineer:Mathadhu Engineering, Sukhdev Mathadhu, ME
Once the evaluation of the existing conditions and the preliminary design (phases one and
two) are complete, the Architect will, upon council approval, move forward on the
construction documents, bidding and contract negotiations, and assist in overseeing the
construction (phases three, four and five.) Sufficient funds are available in the Palm
Canyon Theatre Fire Repair account#261-1395-54024. The City will be reimbursed for
the cost of alll five phas s by insurance.

I HEREBY CERTIFY that this Minute Order, approving amendment#6 to A4089, for phases 1 &2,
with Interactive Design Corporation for design services at 538 North Palm Canyon Drive — The
Palm Canyon Theatre, not to exceed $10,000, in a form acceptable to the City Attorney, was
adopted by the City Council of the City of Palm Springs, California, in a meeting thereof held on the
2nd day of August, 2000.
