HomeMy WebLinkAbout8/2/2000 - STAFF REPORTS (26) �0 DATE: August 2, 2000 TO: City Council FROM: Procurement Manager, Director of Facilities and Chief of Police APPROVE PURCHASE OF FIVE NEW POLICE MOTORCYCLES RECOMMENDATION: That City Council approve the purchase five (5) new motorcycles from Palm Springs Harley-Davidson for Palm Springs Police Department for a total cost to the City of $48,115.00, including tax and allowing for trade-in of three (3) motorcycles for $24,000.00. A donation of$18,000.00 lowers the net cost to the City to $30,115.00. BACKGROUND: The Palm Springs Police Department (PSPD) currently has four Harley-Davidson motorcycles in its fleet. Three of these units were purchased in 1997 and one unit in 1999. The three 1997 models are due for replacement at this time. Due to enforcement needs based on the City's traffic index,two officers have been moved from patrol to motors. Officer Don Benstead, currently working a traffic car and Officer Barry Dallas, currently assigned to patrol, are scheduled to fill these positions. Two additional motors will be purchased forthe new motor officer positions scheduled to be reassigned in September. The Police Department will have six (6) motors in its fleet upon the delivery of this order. For the five new Harley-Davidson motorcycles the Police Department is now purchasing, the warranty period covers the entire two years, which minimizes repair costs. In addition, a trade-in allowance of $8,000 each is provided when the motorcycle is turned in at the end of the two-year warranty period. The Police Department retains all attached emergency equipment to outfit the new motors instead of purchasing new emergency equipment every two years. There is no other local motorcycle dealer, i.e., BMW or Kawasaki, which can accommodate the Police Department's immediate service and warranty work. Harley- Davidson is American made and the local dealer is here in Palm Springs. Police Department's motorcycles are given priority over other customers when service or repairs are needed. In addition to the funds available in the MVR Fund,the Palm Springs Police Department received a donation from Suzie Campbell in the amount of $18,000 towards this purchase. An Invitation for Bid was advertised in the Desert Sun on June 28, 2000 with a closing date of July 10, 2000, at 10:00 A.M. The Invitation for Bid was mailed to four authorized dealers of Harley Davidson Motorcycles. No bids were received by the closing date, however, a late bid was received from Palm Springs Harley Davidson. The Procurement Code allows the Procurement Manager to negotiate with a vendor in situations where no bids are received by the closing date. On The bid submitted by Palm Springs Harley-Davidson is lower by a total of $6,000 net pricing compared with State Contract pricing for BMW's. Inasmuch as the Police prefer the Harley- Davidson, staff is recommending that the contract be awarded to Palm Springs Harley-Davidson for a total net cost to the City of$30,115.00, including tax and allowance for trade-ins and donation, as follows: Total Purchase (5 units @ $12,385 ea) $61,925.00 Accessories for 2 additional units $10,190.00 (Accessories for other 3 units will come from three (3) 1997 units being traded-in) Donation from Suzie Campbell <$18,000.00> Trade-in Allowance for 3 units @$8,000 ea. <$24,000.00> NET COST TO CITY: $30,115.00 Funds are available in Account No. 510-5475-50020, Motor Vehicle Reserves (MVR).
