TRAFFIC SIGNAL AND STREET IMPROVEMENTS
RECOMMENDATION:
That the City Council award contract to Granite Construction Co., in the amount
of $898,898.00, for the Mid-Valley Parkway Phase III, Gene Autry Trail and
Ramon Road Traffic Signal and Street Improvements. This is a CVAG Regional
Measure A project and Palm Springs is the lead agency for CVAG, City Project
No. 99-13.
BACKGROUND:
In November 1988, Riverside County voters approved ballot Measure A, the '/:
cent sales tax initiative to provide funding for transportation and roadway projects
throughout the county. The sales tax increase became effective July 1, 1989 and
continues for 20 years from that date.
One of the projects listed on the Measure A ballot was the construction of the
Mid-Valley Parkway (MVP), to run from the middle of the valley to the west end.
This was to help relieve the overload on Ramon Road and Highway 111
thoroughfares, and to also provide an express route from down valley to the Palm
Springs International Airport.
On June 19, 1996, City Council awarded the construction contract for Phase I of
this project to Granite Construction. This project was completed and opened for
traffic in May 1998.
On February 5, 1997, City Council approved an amendment to a consultant
services contract with Robert Bein, William Frost &Associates (RBF) for the
design of Phase II of the MVP. Phase II consists of widening Gene Autry Trail
and Ramon Road from the current terminus of Phase I of the Mid-Valley Parkway
to the Vella Road entrance to the Palm Springs International Airport.
On October 28, 1996, the executive committee of CVAG approved funding for the
Mid-Valley Parkway Phase II (extension to the Airport). The first portion of Phase
II was the traffic signal at Ramon and Vella which was completed in April 1998.
This contract will be for the second portion of the Phase II roadway
improvements, hereafter known as Phase III, consisting of the Ramon Road and
Gene Atury Trail widening and the associated intersection street improvements,
and traffic signal modification. The plans and specifications were prepared by
RBF.
The project was advertised forbids on June 24 and July 1, 2000. At 2:00 p.m.
on July 25, 2000, the Procurement Division received bids from the following
contractors:

Engineer's estimate was $916,835.00
Granite Construction Co., the low bidder, is from Watsonville. The firm is a
corporation. Principals of the firm are David H. Watts, President and CEO;
William G. Dorey, Executive Vice-President & Chief Operations Officer, Asst.
Secretary; Michael Futch, Vice-President and Secretary; Roxane C. Allbritton,
Vice-President, Treasurer, Asst. Secretary and Asst. Financial Officer; William E.
Barton, Sr. Vice-President, Chief Financial Officer and Asst. Secretary.
Sufficient funds are available in Measure A account No. 134-4498-50133 (Local
Measure A MVP Ph 2), and 261-4491-50133 (MVP Ph 2 Ramon/Gene Autry).
Please note that this project is 50% reimbursable by CVAG from Regional
Measure//A funds, and no local general funds are required.
