RECOMMENDATION:
The Airport Commission and staff recommend that City Council authorize staff to
negotiate a contract with Gensler as the Airport's Terminal Architect for the hold room
replacement design and baggage claim expansion design.
BACKGROUND:
Airport growth continues, as does the need to continue to upgrade facilities. Over the
next two years, the existing temporary holdrooms, at gates 2 and 3, need to be
replaced with permanent facilities and the baggage claim area needs an expansion.
The temporary holdrooms, see attached Exhibit 1, are modular prefabricated units
that were expected to last up to seven years; they are in their eighth year and
beginning to show the wear and tear. These units were installed on the foundations
for the second octagon, two-story boarding facility, see attached Exhibit 2. With the
second octagon having a price tag of$20 million and with it adding only three(3)more
bridged gates,there is little support by the airlines forthis expansion. With more than
$200,000 of foundations in place, the Airport Commission is desirous of developing
replacements for the temporary holdrooms, utilizing existing foundations, yet not
preventing a future addition of the second octagon. Also, the project will require the
installation of additional fabric roof structure. With Gensler having completed the
original foundation design, as well as the second octagon, the Commission and staff
believe they are in the best position to develop the temporary holdroom replacement
project.
A similar circumstance exists in the baggage claim area. Gensler completed the last
expansion project and is very familiarwith the existing structure,as well as the interior
architectural vernacular.
The Commission discussed the pros&cons of carrying out a new architectural search
or reappointing Gensler, and with a 10-0-7 absent vote,the Commission recommends
reappointing Gensler. A Minute Order is attached authorizing staff to negotiate a
contract for City Council approval with Gensler as the Airport's Terminal Architect.

It should be noted that other architectural projects such as the Federal Office Complex
and Airport Parking Structure are not part of the proposed Gensler assignment;these
other projects will have solicitations for design firms.

ARCHITECT.
I HEREBY CERTIFY that this Minute Order, authorizing staff
to negotiate a standard form agreement to include design of
temporary hold room replacement and baggage claim
expansion projects for City Council review and approval with
Gensler as the Airport Terminal Architect,was adopted by the
City Council of the City of Palm Springs, California, in a
meeting thereof held on the 2" day of August 2000,
