HomeMy WebLinkAbout2/2/2000 - STAFF REPORTS (17) DATE: February 2, 2000 TO: City Council FROM: Grants and Government Affairs Manager APPROVE CVAG JOINT-AGENCY AGREEMENT FOR GENE AUTRY TRAIL/PALM DRIVE INTERSTATE 10 INTERCHANGE DESIGN RECOMMENDATION: That City Council approve a multi-agency reimbursement agreement with the Coachella Valley Association of Governments(CVAG),as well as with the County of Riverside(lead agency)and the City of Desert Hot Springs for the design phase of the Gene Autry Trail/Palm Drive interchange at Interstate 10 at a not-to-exceed cost of $1,524,000. The project will provide for the design engineering, right-of-way acquisition and environmental work necessary to widen and reconstruct the interchange to a 6-lane north-south crossing of the freeway, as well as upgraded entry and exit ramps at all four quadrants of the interchange to accommodate the substantial traffic volumes projected for the interchange. All these design and related costs are being absorbed by CVAG. BACKGROUND: On June 26, 1997,the Executive Committee of the Coachella Valley Association of Govermuents (CVAG)approved a joint-agency reimbursement agreement proposed by the County of Riverside. The County and CVAG addressed the need to expedite Project Study Reports (PSR's) for reconstruction of four(4) interchanges on Interstate 10 at 1)Indian Canyon Drive, 2) Gene Autry Trail/Palm Drive, 3)Date Palm Drive and 4)Ramon Road. The expedited effort was being made to assist in the process of receiving federal and state grant funding if funding was made available in the near future. On January 25, 1999,the CVAG Executive Committee authorized the design of the Interstate 10 and Gene Autry Trail/Palm Interchange to proceed,as well as the design of the I-10 interchanges at Date Palm and at Ramon Road. The interchange at I-10 and Indian Canyon Drive has since moved up the list and will be the next interchange to be funded for design by CVAG in the near future. The County of Riverside (lead agency)has since hired Parsons, Brinkerhoff, Quaid and Douglas to do the design, right-of-way acquisitions and environmental work for the interchanges. The attached agreement covers the I-10/Gene Autry Trail/Palm Interchange specifically. City Council is therefore requested to approve the attached joint-agency agreement. There is no City cost contribution required since all costs are being absorbed by CVAG for the design phase.
