RECOMMENDATION: It is recommended that the City Council adopt a Resolution of Support for Propositions 12 and 13, the Safe Neighborhood Parks, Clean Water, Clean Air and Coastal Protection Bond Act of 2000 and Safe Drinking Water, Clean Water, Watershed Protection and Flood Protection Act, respectively. BACKGROUND: A number of recognized organizations throughout the State of California are supporting Propositions 12 and 13, which are slated to be on the March 7, 2000 statewide ballot. The Coachella Valley Association of Governments(CVAG)and the League of California Cities (LCC) are both strongly urging cities to adopt resolutions supporting these two propositions. Proposition 12 proposes a $2.1 billion bond measure for parks, coastal and recreation projects. It includes approximately $827 million in potential funding to local governments for a wide range of per capita and competitive parks and recreation program grants. Of special interest to cities are the per capita grant opportunities included in Proposition 12, as well as the competitive grant opportunities. Under the per capita grant portion of Proposition 12, the City of Palm Springs would receive in excess of$500,000 for funding of park, recreation and land protection projects. In addition, Proposition 12 includes a wide range of competitive grant fund opportunities for cities because funds are allocated for programs benefitting museums, zoos, urbanized trails, and other local programs. Proposition 13 proposes a$1.97 billion water bond. Funds would be allocated for a wide variety of drinking water, clean water, watershed program and flood protection activities that will directly and indirectly benefit local governments. For example, $100 million is included for clean water grants to cities and other local waste water treatment agency operators, $70 million for safe drinking water grants to water provider agencies, and $40 million to districts and other local agencies for water recycling and conservation programs. WHEREAS California's population is expected to increase by more than 18 million in the next 30 years; and WHEREAS cities,counties and regional governments must be committed to meeting the parks, recreation, and wildlife conservation needs of this growing population and its economy; and WHEREAS the local regional and state governments recognize that water supply and delivery, water quality, flood control, urban and regional parks, open space, wildlife habitat and watershed protection are an essential component of a sustainable economy and healthy environment, and these are benefits that can be enjoyed by all Californians; and WHEREAS public funding for these benefits is essential and has not been available in any substantial amount since 1988; and WHEREAS Governor Davis and over two-thirds of the California Legislature have placed Proposition 12(The Safe Neighborhood Parks,Clean Water,Clean Air,and Coastal Protection Act of 2000) and Proposition 13 (The Safe Drinking Water, Clean Water, Watershed Protection,and Flood Protection Act)on the ballot for March 7,2000,providing more than$4 billion in much needed voter-approved bond funding for these purposes; and WHEREAS these measures will also provide a critical source of funds to match local and private contributions for regional multiple species conservation planning programs supported by land use jurisdictions of the Coachella Valley; and WHEREAS these measures will also provide a critical source of funds for projects that will actually increase California's water supply and add greater flexibility and reliability to the state's existing water infrastructure system; NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs,that it supports the passage of Propositions 12 and 13 on the March 7, 2000 statewide ballot, and considers the public education and ballot campaign for these measures to be a high priority.
