CONSTRUCTION CHANGE ORDER NO. 1 TO ENVIRONMENTAL CONTROL
SYSTEMS, INC.
RECOMMENDATION:
That the City Council approve Construction Change Order No. 1 to Environmental
Control Systems, Inc., in the amount of$19,200.00 for the Asbestos Abatement and
Demolition project at 3709 El Dorado Blvd., City Project# 98-05.
BACKGROUND:
On June 16, 1999 City Council awarded Environmental Control Systems, Inc. the
contract for City Project #98-05, Asbestos Abatement and Demolition. The project
consisted of asbestos abatement and demolition of 5 substandard structures which
were in violation of a variety of Health and Safety Codes and the Uniform Building
Code. Of the five properties identified in the project, four have been demolished.
The Redevelopment Agency currently owns the property located at 3709 El Dorado
Blvd. This property was purchased in September of 1999, and at the time of
purchase it was being considered for demolition. The structures occupying the lot
are vacant and substandard. The Redevelopment Agency has asked that this
property be added to the existing demolition project. An asbestos investigation has
been completed by Infotox, Inc., and all areas containing asbestos have been
identified.
This change order will include the asbestos abatement and demolition of all
structures located at 3709 Et Dorado Blvd., and the costs associated with moving
demolition equipment on and off of the project site. The total adjustment to the
agreement for these services is $19,200.00.
Sufficient funds to cover this change order are available in account numbers 882-
8382-50000 (Unscheduled Capital Projects) and 4151-43260 (Asbestos Abatement
and Demolition).

C. REASONS FOR CHANGES:
The Redevelopment Agency currently owns the property and structures located at 3709 El Dorado
Blvd,. The structures occupying the lot are vacant, substandard and currently pose a safety
hazard to the public. An asbestos report has been completed by Infotox Inc., and all areas
containing asbestos and requiring asbestos abatement have been identified. Per this change order,
this location is being added to the current Asbestos Abatement and Demolition Project. Asbestos
Abatement and demolition at the 709 El Dorado Blvd. Location shall be completed per the
existing special provisions. Consideration of time adjustment will be deferred until completion
of the work specified in this change order. Determination of commensurate time extension will
be in accordance with the provisions of Section 6-6 of the Standard Specifications.
During the demolition of the Bon Air and Tramview locations, additional costs (for the moving
on and off of heavy equipment) were incurred by the contractor. This equipment movement was
necessary due to unforseen community relations issues. On a daily basis, many people were
entering the job site and spray painting the building. In addition, employees of the contractor
received threats that their equipment would be vandalized if it remained on site after working
hours. Per this change order, the Contractor will be reimbursed for these additional costs due to
the daily moving of equipment.

The demolition location proposed in this change order, is in the same vicinity as the Tramview
and Bon Air structures that have been demolished. In anticipation of possible community
animosity and vandalism to demolition equipment, the Contractor intends to move equipment on
and off site daily. The cost moving of this equipment was not reflected in the demolition
proposal.
* Note: No additional mark ups will be added to any item on this Change Order. All cost
per each item are final.
