HomeMy WebLinkAbout1/19/2000 - STAFF REPORTS (12) DATE: Januay 19, 1999 TO: City Council FROM: Director of Planning and Building RECOMMENDATION: The Coachella Valley Mountain Conservancy(CVMC) and Riverside County Treasurer- Tax Collector are requesting that the City Council agree to the purchase price of a 40 acre parcel of land. This land is located in Blaisdell Canyon, approximately 1.5 miles south of Windy Point. The attached Minute Order is submitted for City Council consideration. If acquired by the Conservancy, the property will be held for permanent open space purposes. BACKGROUND: The CVMC is in the process of acquiring a 40 acre parcel of laid located approximately 1.5 miles south of Windy Point, in Blaisdell Canyon. This property will be set aside for the protection of its environmental, anthropological, cultural, scientific, educational, scenic and wild life purposes in accordance with Division 23.5 (commencing with Section 33500) of the State Public Resources Code. This code section and the County Treasurer - Tax Collection Agreement require that the City Council approve the selling price of$1,657.14. The purpose of allowing the City the opportunity to object to the selling price is to provide notice of the pending sale and allow the City to check for any liens due. In this instance, the City does not have any lien on the property. Currently, the property's assessed valuation is $5655. The property is located within the northwest 1/4 of the northeast 1/4 of Section 36, township 3 South, Range 3 East, San.Bernardino Base and Meridian. The attachments more specifically show the location of this property. Land surrounding this property is vacant. Property ownership surrounding the parcel is as follows: South and East Double Dee Restaurants West Indian owner North Wildlands Conservancy The property is located in Blaisdell Canyon. The property has a steep topography. Streams traverse the property. The City's General Plan designates this property as Conservation. Acquisition by the CVMC for open space purposes is consistent with the General Plan. Additionally, the City has acquired lands in this area for open space. This Agreement shall also become null and void and the right of redemption restored upon the PURCHASER'S failure to comply with the terms and condition of this Agreement. COACHELLA VALLEY MOUNTAINS CONSERVANCY CHAPTER 1. ESTABLISHMENT AND PURPOSES 33500. The Legislature hereby finds and declares that the Santa Rosa Mountains, the San Jacinto Mountains, and the Indio Hills, all of which surround the Coachella Valley in Riverside County, constitute unique and important open-space, environmental, anthropological,cultural,scientific,educational,recreational,scenic, and wildlife resources that should be held in trust for the enjoyment of, and appreciation by, present and future generations. 33501. The Coachella Valley Mountains Conservancy is hereby created to acquire and hold, in perpetual open space, mountainous lands surrounding the Coachella Valley and to provide for the public's enjoyment of, and the enhancement of their recreational and educational experiences on, those lands in a manner consistent with the protection of these lands and the resource values specified in Section 33500. 33502.
