"CONCERTS WITH A CAUSE"
RECOMMENDATION
That City Council consider approving City sponsorship of"Concerts With A Cause,"waiving the current policy
regarding no concerts in Palm Springs Stadium, and adopting a Resolution suspending certain regulatory
ordinances during the 2000 event.
BACKGROUND:
On April 5, 1995, City Council approved Minute Order 5540, thereby approving a policy prohibiting band
concerts in Palm Springs Stadium with the exception of concerts to be approved in advance associated with
approved sporting events and/or the July 4'h celebration.City Council adopted this policy based on information
relative to a number of issues,such as the historic adverse impact on the community evidenced bythe history
of citizen complaints, potential for community disruption, and the questionable financial benefit to the
community as a whole resulting from prior concerts being allowed in the stadium.
The popularity of the City of Palm Springs continues to grow as the entertainment leader of the Coachella
Valley. With this, staff is periodically approached about the use of City facilities to host entertainment
productions From time to time, a truly outstanding event is proposed. Representatives of"Concerts With A
Cause" contacted staff regarding their desire to stage a high-quality concert in Palm Springs Stadium.
Given the legendary stature of the proposed performers scheduled to appear,staff has been working with the
promoter to develop the event in the hopes of continuing to provide world-class entertainment to the local
community.
"Concerts With A Cause" is a private organization that raises money for research for those in need in the
hopes that one day a cure will be found for life-threatening diseases, such as heart disease, cancer, AIDS,
multiple sclerosis, Parkinson's disease, and muscular dystrophy.A portion of the proceeds generated from
this musical event will be donated to the National Parkinson's Foundation.
City sponsorship of the"Concerts With A Cause"will enable the producerto hang banners downtown,display
posters, and otherwise promote the event The producer will plan, organize and stage the event and is
requesting no funds from the City.
The musical groups Santana and Earth, Wind and Fire will be performing forthis event.There will also be two
additional supporting acts. Paul Rodriguez, a professional actor and comedian, will host the show.
The concert will be held on Saturday, April 22,from 3 00 p.m.to 9.00 p.m. in Palm Springs Stadium.
In addition to the fees paid for the rental of Palm Springs Stadium,"Concerts With A Cause'will be donating
an additional$3,000 to the Palm Springs Parks and Recreation Divisions. If the event sells out,it will donate
an additional$5,000.
On October 5, 1988,the City Council adopted Ordinance#1310,which authorizes temporary suspension of
regulatory ordinances to facilitate sponsored or sanctioned events. If this event becomes a City-sponsored
event,a Resolution is attached for City Council consideration that temporarily suspends the Noise Ordinance,
Sign Ordinance, and Zoning Ordinance on Saturday,April 22, for the event venue.
At its January 19 meeting, the Parks and Recreation Commission reviewed the "Concerts With A Cause"
proposal.The results will be presented at this City Council meeting.

Concerts with a cause is private organization that raises money for research
for those in need in the hopes that they will one day find a cure for these life
threatening diseases such as Heart disease, Cancer, Aids, Multiple Sclerosis,
Parkinson's disease, and Muscular Dystrophy. A portion of the proceeds
generated from this musical event will be donated to the National
Parkinson's Foundation.
Ticket sales: 15,000 tickets will be sold for this event through all Ticketron
Agencies and local businesses in the Coachella Valley.
Seating: We will use the grandstands for 5,700 persons and the grass area
for an additional 9,300 persons, for a total of 15,000 in attendance.
Entertainment: The musical groups Santana and Earth Wind and Fire
will be performing for this event. There will also be 2 additional supporting
acts. Paul Rodriguez, a professional actor and comedian will host the show.
Box office: we will need access to the stadium box office at least 14 days
prior to the concert for advance ticket sales between the hours of 9:00 A.M.
and 4:00 P.M.
Date of event: The concert will be held on Saturday April 22"d 2,000
Time of event: the concert will be held from 3:00 P.M. to 9:00 P.M.
Access: We will need to enter the stadium at least 1 week before the event
for setup.
Electricity: Ample power must be provided for the event.
Fees: In addition to the fees paid for the rental of the Palm Springs stadium
our company will be donating an additional ($3,000.00) Three Thousand
dollars to the Palm Springs Parks and Recreation department. If the event
sells out we will donate an additional $5,000.00 Five Thousand dollars
which will be paid after calculating the total ticket sales.

Security: In addition to the security needed for this event we will be
providing 20 extra private security guards for all the back stage areas and to
protect the musical performers.
Parldng: We will provide shuttle service for long distance parking for the
attending guest.
Concessions: We will be contracting all food and drink vendors for this
event.
Sponsors: Anheiser Busch and Pepsi Cola will be CO-sponsor's of this
event.
Clean up: We will be responsible and provide for all clean up of the
stadium and surrounding park grounds after the concert.
Sanitation: We will furnish enough porta-toilets to accommodate the guest
attending the concert.
Insurance: We will be responsible for any and all insurance and bonds
needed for the event.
Promotion: We will be responsible for all advertising and promotion as well
as all cost incurred for the concert.
Equipment: We will provide and pay for all equipment rentals including
sound systems, lighting systems, staging, and V.I.P facilities.

I would like to register my opposition to the idea of allowing any open air
concerts to be near residential and retirement living areas. It is my belief
that noise and parking problems associated with them would far outweigh
the benefits.

RESOLUTION NO.
OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA,
TEMPORARILY SUSPENDING CERTAIN REGULATORY ORDINANCES TO
FACILITATE THE 2000"CONCERTS WITH A CAUSE" EVENT.
WHEREAS the City of Palm Springs designated "Concerts With A Cause'as a City-sponsored event; and
WHEREAS the City Council desires to facilitate the staging of the City-sponsored event to maximize revenue production;
and
WHEREAS the City Council finds that certain regulatory ordinances, which are generally deemed desirable and
necessary, may, nonetheless, impede the conduct of events; and
WHEREAS the City Council finds that in holding events,the public interest and the benefits derived therefrom outweigh
the temporary public inconvenience; and
WHEREAS the City Council has enacted Ordinance#1310 authorizing temporary suspension of regulatory ordinances.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs, California, as follows:
Section 1. A. That "Concerts With A Cause" is an event beneficial to the community and its visitor-oriented
economy.
B. That the date of the 2000"Concerts With A Cause" is April 22.
C. That "Concerts With A Cause" is the event promoter, along with its construction and concession
personnel, staff and film critics.
D. That the venue for the"Concerts With A Cause"event is Palm Springs Stadium.
Section 2. That the following ordinances are hereby temporarily suspended for the special event designated in
Section 1 above: Sign Ordinance, Zoning Ordinance, and Noise Ordinance.
Section 3. That the regulatory ordinances designated in Section 2 above shall remain in full force and effect except
as to the event, dates, and persons or organizations as designated in Section 1 above.
