APPROVE PURCHASE OF OFFICE FURNITURE
RECOMMENDATION:
That City Council approve purchase of office furniture for the executive wing at City Hall
in the amount of $39,868 plus tax from Seal Furniture and Systems, Inc., utilizing
volume discounts of 50% and 60% off list prices leveraged through purchasing from
County of Riverside volume pricing agreements.
BACKGROUND:
One of the important reasons why City Hall was remodeled several years ago, was to
establish a more conducive atmosphere for transacting City business,especially in the
executive wing. The remodel effort was strongly supported both in the business
community and the community-at-large.The funds generated by public donations, sale
of Palm Springs Monopoly games, and seat dedications in the Council Chamber,
covered the building remodel, and the new seating for the City Council Chamber. The
furniture in the executive wing was not replaced during the remodel project. Due to its
age and style, in addition to being worn out, its appearance is not in sync with the
remodeled building.
The furniture in the City Manager's Office is over twenty years old. When it was
purchased it was of excellent quality, but is no longer, in staffs opinion, appropriate for
use in a high profile environment. New wood furniture, including an executive desk,
comer credenza, 2 bookcases, 4 conference chairs , 1 conference table, and 2 guest
chairs, can be purchased at 52%discount from list price via the County volume pricing
agreement for a net cost of$19,868, plus tax.
The most recent furniture purchased for the Mayor's office was for Mayor Bogert,
approximately seventeen years ago. The current furnishings in the Mayor's office were
personally purchased by and are owned by Mayor Kleindienst. The Mayor is requesting
purchase of City-owned furniture to supplement his personal furniture to accommodate
hosting City guests and conducting business conferences. The furniture is available at
50% discount off list price through the County Master Price Schedule at a net cost of
$14,000 plus tax.
The Executive Secretary currently utilizes furniture surplussed from other offices. Staff
requests City Council authorize replacement of this furniture with furniture more
appropriate to the duties of this position with"systems furniture"to maximize use of this
small office space providing adequate file storage and work surfaces. This furniture is
available through the County Master Price Schedule at a discount of 60%off list price,
for a net cost of$6,000 plus tax.
The costs associated with purchase of this furniture are similar to costs associated with
purchase of furniture for executive offices at the Airport and Convention Center. It is
also in keeping with furniture purchased by the County of Riverside. By leveraging the
County volume discounts of 50%to 60%off list price,quality furniture with a useful life

of 15 to 20 years can be accessed at prices unavailable to the City through its own bid
process.
Procurement Manager believes that the competition obtained by the County of
Riverside is adequate to protect the public interest and that the quality and value and
price of the furniture is greater through participation in County of Riverside volume
pricing than could be obtained through the City's bid process.
Funds are available in Account#520-5641-43200,Facilities Maintenance-Contractual
Services, continued from the 1999-2000 FY Budget.

I HEREBY CERTIFY that this Minute Order approving purchase of office furniture for the
executive wing of City Hall in the amount of$39,868 plus tax from Seal Furniture and Systems,
Inc., utilizing volume discounts of 500/6 and 60% off list prices leveraged through purchasing
from County of Riverside volume pricing agreements,was approved by the City Council of the
City of Palm Springs, California in a meeting thereof held on the I day of July, 2000.
