DATE: July 19, 2000 TO: City Council FROM: Director of Planning and Building RECOMMENDATION: The Coachella Valley Mountain Conservancy(CVMC)and Riverside CountyTreasurer- Tax Collector are requesting that the City Council agree to the purchase price of a 280 acre parcel of land. This land is located on the western edge of the Palm Hills Specific Plan area. The site is bound to the east and to the south by publicly owned open space. The attached Minute Order is submitted for City Council consideration. If acquired by the Conservancy, the property will be held for permanent open space purposes. BACKGROUND: The CVMC is in the process of acquiring a 280 acre parcel of land located on the western edge of the Palm Hills Specific Plan area. The property is in the Palm Canyon drainage basin. Given the topography, lack of access, and the remoteness of this property,developmentwill be challenging. Additionally,hiking trails currently exist on the site. Upon acquisition by the CVMC, this property will be set aside for the protection of its environmental, anthropological, cultural, scientific, educational, scenic and wild life purposes in accordance with Division 23.5 (commencing with Section 33500) of the State Public Resources Code. This code section and the County Treasurer- Tax Collection Agreement require thatthe City Council approve the selling price of$7,353.72. The purpose of allowing the City the opportunity to object to the selling price is to provide notice of the pending sale and allow the City to check for any liens due. Staff is continuing to research the matter of liens and has not identified any to date. In 1999,the property's assessed valuation was$20,235. The assessed value for 2000 is not yet available. The property is located on the western half of Section 25,Township 5 South, Range 4 East, excepting a small portion from the northwest comer of Section 25. The attachments more specifically show the location of this property. Property ownership surrounding the property is as noted below. In July 1970, the City of Palm Springs annexed the 34 square miles in the San Jacinto and Santa Rosa Mountains. This area is the Palm Hills area. The intent of the Palm Hills area plan is to create the highest quality resort and residential area in Coachella Valley while maintaining environmental sensitivity and developing a methodology for multi- property owner participation. The General Plan states that"The City of Palm Springs recognizes the efforts of the Bureau of Land Management, the Coachella Valley Mountains Conservancy and othergroupsto preserve the Santa Rosa Mountains in their ��A natural state. The City's General Plan is set forth with the precept that limited high- quality developmentcan occurin the Palm Hills area and coexistwith the general goals of conserving natural resources. While the Citywill be working to implement its General Plan,it will cooperate with these groups to facilitate conservation to the extentthat such cooperation is consistent wit this General Plan! Depending on the total cost,it might also be advantageous to structure a payment over time agreement. I would appreciate the opportunity to talk with you further about the acquisition of these parcels and any other parcels you may have in your inventory in areas of interest to us. In terms of the Conservancy Governing Board's adopting a resolution objecting to the public sale of these parcels,the Board's next meetings are on November 8 and January 10. You may recall that the American Land Conservancy was working with your office to purchase several hundred parcels as a unit. At the last moment a bankruptcy court judge ordered a stay on the sale of the parcels. Do you have any indication yet as to whether those parcels may become available again?
