HomeMy WebLinkAbout7/19/2000 - STAFF REPORTS (7) DATE: JULY 19 , 2000 TO: CITY COUNCIL FROM: AIRPORT MAINTENANCE SUPERINTENDENT via DIRECTOR OF AVIATION APPROVE CONtRACTING FOR AIRPORT CARPET MAINTENANCE SERVICES RECOMMENDATION: That City Council approve contracting with DuPont Flooring Systems for monthly carpet maintenance services, at the Airport in the amount of$2,653 per month;total annual expenditure of$31,836, resultant agreement to be in a form approved by the City Attomey. BACKGROUND: In FY 1999-2000, funds were budgeted and approved for regular contracted carpet cleaning of all newly installed Airport carpeting.In December,1999,staff solicited bids, (IFB 00-04)for servicing the carpet in the Airport Main Terminal, Phase2A Concourse and Hoklrooms. Bids specifications were based on the carpet manufacturers' recommendations. Bids were solicited from 14 area service providers in addition to being advertised in the Desert Sun. Three contractors attended the walk though,however,only one(1)bid was received and opened at the bid deadline of December 28, 1999.The bid,from Dupont Flooring Systems,was priced at$76,943 per year,considerably higherthan the City funds budgeted. Staff investigated maintenance alternatives, including providing the services with airport staff. Dupont Flooring Systems, the sole bidder, suggested an alternative to the carpet manufacturers'standard method of maintenance.Staff wanted to see how the program would work before recommending a long term commitment. Negotiations resulted in implementation of a trial program over a 6 month period, on a month to month basis. The trial program has been completed,and the service continues to be provided on a month to month basis by DuPont Flooring Systems.Since DuPont is the provider of the carpet fibers, staff feels comfortable following their recommended cleaning procedure. The cleaning procedure consists of successive carpet treatments with proprietary materials.The trial program has proven beneficial to the Airport in terms of appearance and upkeep, cost and service reliability, and has been judged by staff to be a success.In addition,the total cost which is less than half of the original bid is within the amount budgeted by the Airport for carpet maintenance services. Because the trial program has been successful and the cost is within budget, staff recommends that City Council authorize contracting with DuPont Flooring Systems. The municipal code alknvs the city to negotiate with the low bidder when the low bid exceeds the budgeted amount.
