GRANT ACCEPTANCE
RECOMMENDATION:
The Airport Commission recommends City Council grant the necessary authority
to the City Manager to accept Airport Improvement Program(AIP)Federal Grants
for federal fiscal year 2000.
BACKGROUND:
The federal fiscal 2000 AIP grants will be awarded sometime this summer. To
ensure the Airport's ability to accept the grants in a timely fashion,it is requested
that the City Council authorize the City Manager to accept grants totaling up to$2
million related to a Master Plan update,ARFF truck acquisition and ARFF facility
expansion.
A Minute Order is attached for City Council consideration.

Dear Mr. Smoot:
The city of Palm Springs, Fiscal Year 2000 Airport Improvement Program
Project No. 3-06-0181-31, Contract DTFA08-00-C-21301, has been approved.
Enclosed are an original and three copies of the Grant Agreement, under
which the United States commits itself to participate in the allowable
cost of the identified planning project, not to exceed $665, 550.00.
Your acceptance of the Grant Offer will obligate the city of Palm
1 Springs (Sponsor) to accomplish the described "Study" . An official of
the "Sponsor" shall accept this offer on or before September 30, 2000 by
signing the enclosed "Grant Agreement" in the space provided on page

The date of the execution of the Grant Offer should be the same as, or
later than, the date of the "Agreement" on page one. The certificate of
dd Sponsor's attorney shall be the same as, or later than, the date of
execution. When the documents are fully executed, certified, attested,
and appropriate seals impressed, please return the original and two
copies of the Grant Agreement to this office.
Concurrent with your return of the executed Grant Agreement, please remit
an "Administrative Cost Plan" . In accordance with Federal Aviation
Administration Order 5100.38A CHG 1, "no administrative costs can be
allowed in connection with the accomplishment of a project unless
supported by evidence that such costs were actually incurred by the
sponsor and were necessary" . This should be prepared to show: (1) what
personnel on your staff will be charging time to the project, (2) how
their cost will be specifically related to the project (job to be
performed) , (3) estimated hours to be spent on project and (4) the
documents which you plan to submit to indicate such costs as a direct
involvement.

Additionally, please provide this office with a copy of the "draft
contract of services" between the city and the consultant as well as the
study' s draft scope of work for our review and comments prior to their
finalization. At the appropriate time, a copy of the consultant' s
"Notice to Proceed" should also be provided, which must indicate the
starting date and estimated completion dates for the contract.

Project No. 3-06-0181-32 has been approved. Enclosed are five original
copies of the grant offer, under which the United States commits itself
to participate in the allowable cost of the project not to exceed
$1, 104, 033.00.
Your acceptance of the grant offer will obligate the city of Palm
i Springs to accomplish the described development without undue delay.
An official of the sponsor shall accept this offer on or before
September 30, 2000, by signing the enclosed grant agreement in the
space provided.
The date of the execution of the grant agreement should be the same as,
or later than, the "Date of Offer" on page one. The certificate of
Sponsor's attorney shall be the same as, or later than, the date of
execution.
When the documents are fully executed, certified, attested, and the
appropriate seals impressed, please return three original copies of the
executed agreement to our office.

PROGRAM (AIP) FEDERAL GRANTS FOR
FEDERAL FISCAL YEAR 2000.
I HEREBY CERTIFY that this Minute Order, authorizing the
City Manager to accept Airport Improvement Program (AIP)
Federal Grants for federal fiscal year 2000, was adopted by
the City Council of the City of Palm Springs, California, in a
meeting thereof held on the Vh day of July 2000.
