PALM SPRINGS INTERNATIONAL FILM FESTIVAL
RECOMMENDATION:
That City Council adopt a Resolution suspending certain regulatory ordinances during the 2000
Palm Springs International Film Festival.
BACKGROUND:
The Palm Springs International Film Festival, which will take place this year from January 13
through January 24, Is designed to boost tourism and enhance the city's image as a lively
destination.
The Palm Springs International Film Festival, being a City-sanctioned event, is able to hang
banners downtown, display posters, and otherwise promote the event The producers will plan,
organize, and stage the festival and are requesting no additional funds from the City.
In addition to the film showings at the Festival of Arts Theater and Palm Springs High School
Auditorium,the film festival will be having a closing gala at Palapas of Araby Cove with a live band.
The closing gala will be Sunday, January 23, from 8:30 p.m.to 11:00 p.m
Staff received the request for suspension of certain regulatory ordinances during the busy holiday
season.To accommodate this late date,the report is being submitted as an"Added Starter to the
January 5 City Council meeting to meet the needs of the film festival's activities.
Although the request for suspension of regulatory ordinances was specifically submitted only for
the Noise Ordinance as it related to the closing gala on January 23 at Palapas of Araby Cove,staff
prepared the report to Include suspension of the various ordinances as indicated based upon the
historical activities of the Palm Springs International Film Festival as a City-sanctioned event.
On October 5, 1988, the City Council adopted Ordinance #1310, which authorizes temporary
suspension of regulatory ordinances to facilitate sanctioned events. A Resolution is attached for
City Council consideration that temporarily suspends the Noise Ordinance, Sign Ordinance,and
Zoning Ordinance for the event

RESOLUTION NO. 19721
OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA,TEMPORARILY SUSPENDING CERTAIN REGULATORY
ORDINANCES TO FACILITATE THE 2000 PALM SPRINGS
INTERNATIONAL FILM FESTIVAL.
WHEREAS the City of Palm Springs designated the Palm Springs International Film Festival as a City-
sanctioned event; and
WHEREAS the City Council desires to facilitate the staging of the City-sanctioned event to maximize revenue
production; and
WHEREAS the City Council finds that certain regulatory ordinances,which are generally deemed desirable
and necessary, may, nonetheless, impede the conduct of special events, and
WHEREAS the City Council finds that in holding special events,the public Interest and the benefits derived
therefrom outweigh the temporary public inconvenience;and
WHEREAS the City Council has enacted Ordinance#1310 authorizing temporary suspension of regulatory
ordinances.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs,Caldomia,as follows:
Section 1. A. That the 2000 Palm Springs International Film Festival is a special event beneficial to the
community and its visitor-onented economy.
B. That the dates of the 2000 Palm Springs International Film Festival are January 13
through January 24,with the closing gala being on January 23.
C. That the Palm Springs International Film Festival is the event promoter, along with its
construction and concession personnel, staff and film critics.
D. That the venues for the film festival are: Festival of Arts Theater, Palm Springs High
School Auditorium,and Palapas of Araby Cove.
Section 2. That the following ordinances are hereby temporarily suspended for the special event
designated in Section 1 above: Sign Ordinance,Zoning Ordinance, and Noise Ordinance
Section 3. That the regulatory ordinances designated in Section 2 above shall remain in full force and
effect except as to the event,dates,and persons or organizations as designated in Section
1 above.
ADOPTED this 51i day of January,2000.
