RE: Business Visitation Grant Acceptance
RECOMMENDATION:
It is recommended that the City Council approve acceptance of a grant in the form of a
Professional Services Agreement for$26,000 from the Riverside County Economic Development
Agency related to a Business Visitation Program in accordance with Recommendation#5 under
the 1999 Business Retention and Expansion Program.
BACKGROUND:
Recommendations for Policies and Programs that were derived from the results of the 1999
Business Retention and Expansion Program Survey included a plan to expand the program to
include other segments of the business community, in addition to manufacturing. The grant
application submitted to the county is in response to an announcement of funding availability for
these types of programs.
The County's Business Visitation Program is designed to assist cities with their ongoing efforts to
enhance job retention through improved communication with local businesses. This grant will
provide resources to continue discussions and other direct communication with the various
business segments in Palm Springs to identify workforce needs and business retention and
expansion needs leading to programs for improved economic development.
The Riverside County Board of Supervisors and Workforce Development Board have awarded
the City of Palm Springs Business Visitation grant funding($26,000)to organize, evaluate, and
conduct a local business visitation program.
The Agreement tern is for the period November 3, 1999 to May 31, 2000. The approved
agreement was received December 8, 1999, and all program funds must be spent by May 31,
2000.

PALM SPRNKCA tit PROFESSIONAL SERVICES AGREEMENT
This Agreement, made and entered into this a day of November, 1999,by and between
City of Palm Sorinas. (herein referred to as "CONSULTANT'), and the COUNTY OF RIVERSIDE,
Economic Development Aoencv,a subdivision of the State of California, (herein referred to as"COUNTY").
WHEREAS,the COUNTY is authorized to contract for special services with an entity who is
competent to perform the special services required; and
WHEREAS, CONSULTANT has the expertise, and experience to perform the duties set out
herein.
NOW THEREFORE, In consideration of the mutual covenants contained herein, the parties
hereto agree as follows:
1. DESCRIPTION OF SERVICES: CONSULTANT shall provide all services as outlined and specified
in Exhibit A,consisting of 1 page(s), attached hereto and by this reference incorporated herein.
2. PERIOD OF PERFORMANCE: It is mutually agreed and understood that the obligation of the
COUNTY is limited by and contingent upon the availability of funds for the reimbursement of
CONSULTANTS expenditures hereunder. In the event that such funds are not forthcoming for any
reason, COUNTY shall immediately notify CONSULTANT in writing. This Agreement shall be
deemed terminated and of no further force and effect immediately on receipt of COUNTY'S
notification to CONSULTANT. In the event of such termination, CONSULTANT shall be entitled to
reimbursement of his costs in accordance with Paragraph 3 herein.
2.1 This Agreement shall be effective as of November 3, 1999 and continue in effect through
May 31.2000. unless terminated as specified in Paragraph 6.

ECONOMIC DEVELOPMENT AGENCY (EDA) IN THE
AMOUNT OF $26,000.00 IN A FORM ACCEPTABLE TO THE
CITYATTORNEY,FORABUSINESS VISITATIONPROGRAM
I HEREBY CERTIFY that the Minute Order approving acceptance of a grant in the form of a
Professional Services Agreement between the City of Palm Springs and the County of Riverside
Economic Development Agency in the amount of$26,000,in a form acceptable to the City Attorney,
for a Business Visitation Program to be conducted by the City of Palm Springs,was adopted by the
City Council of the City of Palm Springs, California, in a meeting thereof on the 5°i day of January,
2000.
