AWARD TO MOVE 32 PALM TREES
RECOMMENDATION:
That City Council approve award to Prices Nursery&Garden Supply,Inc.of Cathedral City to move
32 palm trees from various locations to the airport due to growth-created conflict with Edison power
lines for a total cost not to exceed$33,000.
BACKGROUND:
Edison crews top palm trees when their growth interferes with the maintenance of their power lines.
In the case of the 32 trees in question,this would either render the trees aesthetically unacceptable
or destroy the trees.The airport will be able to use the trees in its landscaping efforts,resulting in
saving the trees at a cost less than the price of securing and planting comparable palm trees.
Formal bids were solicited for this service and no bids were received by the bid deadline. The
Municipal Code provides the ability for staff to negotiate pricing in this type of circumstance.Prices
Nursery has successfully performed this service for the City in the past The prices quoted are in
line with market rates.
The following is a breakdown of the trees that will be moved and the cost
18 single Washingtonia filifers palms $1,000 each Total: $18,000
4 double Washingtonia filifera palms $1,250 each Total: $ 5,000
10 Washingtonla robusta palms $1,000 each Total: $10,000
Funds are available in Airport Account No.415-6500-50111.

REMOVAL OF 32 PALM TREES FROM VARIOUS LOCATIONS AND
REPLANTING ON PALM SPRINGS INTERNATIONAL AIRPORT PROPERTY
N-1 NOTICE IS HEREBY GIVEN that sealed bids for removing 32 palm trees from various locations and
replanting at the Palm Springs International Airport will be received at the Office of the Procurement Manager of
the City of Palm Springs,California until 3:00 P.M.Local Time.Thorsday.September 30,1999,at which time
they will be opened and read aloud
N-2 DESCRIPTION OF THE WORK:The work comprises of removing thirty-two(32)palm trees,22
Washingtonian Filifera palms,and 10 Washingtonian Robusta Palms and replanting at the Pahn Springs
International Airport. The contractor shall furnish all labor,material,equipment and supervision necessary for
moving the paten trees from their current locations and replanting at designated locations at the Palm Springs
International Airport The contractor will be responsible for furnishing a crane for the setting of the palm trees.
The crane must have sufficient rapacity to set and maintain stability of the palms in a desirable perpendicular
position.
N-3 LOCATION OF THE WORK:The palm woes will be moved from the following locations and replanted at
the Palm Springs International Airport property located at 3400 Bast Tahquitz Canyon Way-
s Washingtonian Filifera Patens from East Palm Canyon&Cherokee Parkway
14 Washingtonian Filifera Palms from Ramon Road&Co ipadre Parkway
3 Washingtonian Robusta Patens from Ramon Road&Compadte Parkway(includes one damaged
tree)
7 Washingtonian Robust&Palms from Juanita Drive&Mein Parkway
N4 AWARD OF CONTRACT:The City reserves the night after opening bids to reject any or all bids,to waive
any informality(non-responsiveness)in a bid,or to make award to the lowest responsive,responsible bidder and
reject all other bids,as it may best save the interest of the City. As a condition of award,the successful bidder will
be required to submit payment and performance bonds and proof of insurance.
N-5 BID SECURITY:Each bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount
of 10 percent of the total bid price,payable to the City of Palm Springs.
N-6 BIDS TO REMAIN OPEN:Ile bidder shall guarantee the total bid price for a period of 60 calendar days
from the date of bid opening.
N-7 CONTRACTOR'S LICENSE CLASSIFICATION: The successful Contractor shall possess a valid Class
C-27 Contractor's license at the time of submitting bids.
N-g PREVAILING WAGE RATES NOT APPLICABLE:Funding for the work is with all local funds and,as
provided under City Charter,will NOT require compliance with the prevailing wage requirements of the State of
California
N-9 RETAINAGE FROM PAYMENTS:The Contractor may elect to receive 100 percent of payment due under
the Contract documents from time to time,without retention of any potion of the payments by the City,by
depositing securities of equivalent value with the City in accordance with the provisions of Section 22300 of the
Public Contract Code.
N-10 OBTAINING OR INSPECTION OF CONTRACT DOCUMENTS: (a)Contract documents may be
inspected without charge at the office of the Procurement Manager,3200 East Tahquitz Canyon Way,Palm Springs,

CA 92262; (b)Complete sets of said Contract Documents are available at no charge upon request by calling the
Procurement Manager at(760)323-8239. Contract documents will be mailed upon request without charge.
N-11 MANDATORY PRE-BH)WALK THROUGH OF WORK SITE:Prospective Bidders are required to
attend a pro-bid walk-through of the proposed work site and existing facilities which will be conducted by the City
at 10:00 A.M..on Thursday.September 16.1999. Failure to uartkivate in the ore-bid walk-through may
disouslifv a bidder as non-responsive. Prospective bidders will meet in the Procurement Manager's Office,at
City Hall,3200 East Tahquitz Canyon Way,Palm Springs,CA 92262.
N-12 ADDRESS AND MARKING OF BIDS:The envelope enclosing a Bid shall be sealed and addressed to the
City of Palm Springs,and shall be delivered or mailed to the Procurement Manager,as follows:

The envelope shall be plainly marked in the upper left hand coma with the name and address of the Bidder and
shall bear the words"Bid#ffB00-02",followed by the title of the Project and the date and hour of opening bids.
The certified or cashiees check or Bid Bond shall be enclosed in the same envelope with the Bid. It is the
Proposees sole responsibility to assure that the submittal is received by the opening dace and time specified in the
IFB document

I HEREBY CERTIFY that this Minute Order, approving award to Prices Nursery&Garden Supply, Inc. of
Cathedral City to move 32 palm trees from various locations to the airport due to growth-created conflict with
Edison power lines for a total cost not to exceed$33,000,was adopted by the City Council of the City of Palm
Springs, Califomia, in a meeting thereof held on the 15"day of December, 1999.
