CENTER ENTERPRISES, LTD. FOR THE FOURTH 12-MONTH TIME EXTENSION FOR THE
PALM SPRINGS CLASSIC PRELIMINARY PLANNED DEVELOPMENT DISTRICT,SOUTHEAST
CORNER OF VISTA CHINO AND GENE AUTRY TRAIL.
RECOMMENDATION:
The Planning Commission recommends that the City Council approve the fourth 12-month
time extension from October 19, 1999 to October 19, 2000, for the Palm Springs Classic
Preliminary Planned Development District subject to the original conditions of approval. The
subject property is located at the southeast corner of Vista Chino and Gene Autry Trail
(Highway 111). Representing D.T. Continental Golf Center Enterprises are Steven Mitchell,
Vice-President. Maineiro,Smith&Associates has prepared improvement plans forthe project.
BACKGROUND:
The City has received an application by D.T. Palm Springs Inter-Continental Golf Center
Enterprises, Ltd. for approval of the fourth 12-month time extension for a Planned
Development District composed of up to a400-room hotel,up to 500 two-bedroom,Vacation
Ownership Units (VDU's), research and development facilities, commercial/retail and light
industrial uses, a tennis complex, a 27-hole golf course and golf clubhouse on approximately
369.5 acres.
The project was recommended for approval at the October 12, 1994, Planning Commission
meeting and was approved at the October 19, 1994, City Council meeting with a two year
time frame. The Planning Commission recommended approval of the first 12-month time
extension on September 6, 1996. The City Council approved the first time extension on
October 2, 1996 to extend the time frame from October 19, 1996,to October 19, 1997. The
Planning Commission recommended approval of the second 12-month time extension on
March 25, 1998. The City Council approved the second time extension on May 6, 1998 to
extend the time frame from October 19, 1997, to October 19, 1998. On October 4, 1998,
the City Council approved the third time extension from October 19, 1998 to October 19,
1999. Thus,the applicant is requesting approval of the fourth time extension to October 19,
2000. At this time, the applicant is attempting to final financing with respect to the project.

The first phase of the project which includes grading, the golf course, infrastructure, flood
control and landscaping has been pushed back several years from the original projected
completion date of 1995; however,the remaining phases should not be affected. Thus,build-
out is still anticipated to be completed between the years of 2005 and 2010.
PLANNING COMMISSION ACTION:
The Planning Commission, at its November 10, 1999 meeting,approved the fourth 12-month
time extension from October 19, 1999 to October 19, 2000 for the Palm Springs Classic
Preliminary Planned Development District (PD 231) subject to the original conditions of
approval; the vote was 5 -0-0-2.

to September 1, 2000 for a tentative tract map at the southeast corner of Gene Autry Trail
and Vista Chino.
Director referenced the two staff reports: 1) TTM28033/PD231 and 2) 5.0666-PD-231,
and stated the City is trying to coordinate the dates so the expiration dates will coincide.
Bob Mainiero,Mainiero&Smith,representing the applicant, stated that they prepared the
map and are here to answer any questions, and requested approval.

Dear W.Evans:
Your staff has asked that D.T. Palm Springs (Palm Springs Classic) provide a more
complete explanation as to why the Planning Commission and City -Council should grant an
extension of our approved Planned District 231 and Tentative Tract Map No.28033.
D.T. Palm Springs has worked without the assistance of the City in assembling over 365
acres of land in the City of Palm Springs fi+om eleven separate owners. This land is now owned
by D.T. Patin Springs in fee simple and represents the Ingest undeveloped parcel within the
City. Them are no significant environmental problems related to it.
D.T. Patin Springs has spent a great deal of time and money planning the Pahn Springer
Classic Project and has paid aI fees required for those approvals and continues to pay property
tax.
The principals of D.T. Patin Springs live in Germany. They have been seeking a joint
vendee development partner in the United States to take an equity position and over=the day
to day operations of the development. Because of the magnitude of the size of the development,
and the need to find an appropriate end user, no satisfactory agreement has yet been
consummated. The only way D.T.'s successful development of this project can occur is to keep
the entitlements,earned and paid for,in effecL
The Patin Springs Classic Project will be a significant economic generator for the City of
Patin Springs. We are unaware of any gain to the City by not continuing the extension
requested. The genesis of this Project and the assembling of this age were in response to the
City's General Plan envisioning a destination resort at this location. We continue to be

optimistic that this will occur. Therefore, we hereby respectfully apply for an extension of one
(1)year of the Planned Development District 231,which was approved on October 19, 1994, and
subsequently approved by the City Council for the third one-year extension to October 19, 1999.
We also request an extension of one year (1) for our Tentative Tract Map No.28033 approval
which request has been submitted by our Civil Engineer,Mainiero, Smith and Associates.
The fees for the extension applications, in the amount of $550.00, representing the
combined Planned Development District extension fee and the fee for the Extension of Time for
the Tentative Tract Map No.28033 has previously been provided to your office.

OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, APPROVING THE FOURTH 12-MONTH TIME
EXTENSION FOR THE PALM SPRINGS CLASSIC PRELIMINARY
PLANNED DEVELOPMENT DISTRICT FROM OCTOBER 19,
1999,TO OCTOBER 19, 2000 LOCATED AT THE SOUTHEAST
CORNER OF VISTA CHINO AND GENE AUTRY TRAIL
(HIGHWAY 111,)W-0-5 AND M-I-PZONES,SECTIONS 7AND
18, SECTION 15.
WHEREAS,D.T. Palm Springs Inter-Continental Golf Center Enterprises,Ltd.,(the`Applicant')is requesting
approval of the fourthl2-month time extension for a Planned Development District for a mixed-use
development composed of up to a 400 room hotel, up to 500 two-bedroom Vacation Ownership Units
(VDU's),28.8 acres of research and development,office%ommercial and light industrial uses,a 27 hole golf
course, tennis complex and support facilities (the 'Project'), located at the southeast corner of Vista Chino
and Gene Autry Trail, W-M-1-P and W-0-5 Zones, Sections 7 and 18; and
WHEREAS, the applicant has requested additional time to October 19, 2000; and
WHEREAS, the Planning Commission considered the time extension for the Project at its duly
noticed meeting held on October 14, 1998; and
WHEREAS, the Planning Commission reviewed all evidence provided including the staff report dated
November 10, 1999 and all other written and oral testimony, and found the Project, subject to the original
conditions of approval, consistent with the requirements of the ordinances of the City and with State law.
WHEREAS,notice of public meeting of the City Council of the City of Palm Springs to consider Applicant's
application for a second time extension from October 19, 1999 to October 19, 2000 for PD 231 were given
in accordance with applicable law; and
WHEREAS, the City Council has independently reviewed all evidence provided including the staff report
dated November 10, 1999, and all other written and oral testimony, and finds the.project, subject to the
original conditions of approval,consistent with the requirements of the ordinances of the City and State Law;
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Palm Springs, California, after
considering the evidence provided at the meeting does hereby recommend approval of the fourth 12-month
time extension for the Palm Springs Classic Preliminary Planned Development District to October 19,2000
for property herein above described, subject to the original conditions.
