HomeMy WebLinkAbout12/15/1999 - STAFF REPORTS (12) r4- DATE: December 15, 1999 TO: City Council FROM: Recreation Manager via Director, Department of Facilities BLACK HISTORY PARADE AND TOWN FAIRE RECOMMENDATION: That City Council authorize the expenditure of up to,but not to exceed,$6,726 to fund the cost of City-support services for the 2000 Black History Parade and Town Faire and approve appropriations therefor. BACKGROUND: For the past 11 years,the Black History Parade Committee has held Its annual parade and town faire in the community of Desert Highland/Gateway Estates. The committee has deckled to expand its events to involve the whole community for the 2000 event and has requested to have the parade on Palm Canyon Drive,with the town faire taking place at Ruth Hardy Park,on Saturday, February 26. The committee has gone before the Mainstreet Committee and the Special Events Planning Team, both of which support the move to the downtown area. Paredes of Palm Springs will assist the committee with this year's parade. The Black History Parade Committee is asking for financial assistance to cover the cost of City- support services and equipment It is estimated that the City's hard costs will total$6,726(Police: $3,410; Traffic Maintenance: $2,700; Fire: $400: Parks Maintenance: $216). Police, Traffic Maintenance and Fire staff are essential to provide a safe venue for the parade and Its participants. This event will require street closures,traffic delineation and detours, and police escorts. Funding for this event was requested during the budget process, but funds were not approved at that time. At the request of the Parks and Recreation Commissioners,this matter was brought before them at their November 17 meeting. During that presentation, staff advised the commissioners that no funds had been appropriated for the requested expenditure.After discussion,a motion was made, seconded and passed unanimously(6/0)to recommend that City Council allocate funds from the City's fund balance to ever the cost of City-support services for this event However,the Office of Management&Budget recommends that funds previously allocated for the 2000 Senior Softball Works Series(SSWS)be used for this expenditure rather than drawing upon unallocated reserve funds.As of December 16,the SSWS account has a remaining available balance of$65,500. Budget Resolution(Choice of one of two) DATE: December 15, 1999 / TO: City Council FROM: Office ofManagement and Budget(OMB) COMMUNITY PROMOTION FUND BUDGET Enclosed in the Council agenda of December 15, 1999,the Office of Management and Budget has recommended that funding be provided to both the Black History Parade and Tour de Palm Springs via a redirection of softball tournament appropriation. OMB would like both events to be successful and supports the recommendation of the parks and recreation commission to hold the events. However,we respectfully request that the funding of these projects be done by the redirection of funds from the softball tournament appropriation. This action would be consistent with previous actions taken on both the Youth Center and Millennium Celebration. WHEREAS Resolution 19541, approving the budget for the fiscal year 1999-00 was adopted on June 16, 1999; and WHEREAS the City Manager has recommended, and the City Council desires to approve, certain amendments to said budget; NOW THEREFORE BE IT RESOLVED that the Director of Finance is authorized to record inter-fund cash transfers as required in accordance with 'this Resolution, and that Resolution 19541, adopting the budget for the 1999-00 fiscal year is hereby amended as follows: SECTION 1. ADDITIONS FUND Activity Account Amount No. 112 2018 45500 $6,726 Title: Community Special Events Special Promotion Activities Purpose: To provide funds for the cost of services for the 2000 Black History Parade and Town Fair SECTION 2.
