TOUR DE PALM SPRINGS
RECOMMENDATION:
That City Council approve the expenditure of up to, but not to exceed, $5,000 to fund the cost of
City-support services for the 2000 Tour de Palm Springs bicycle event and waive$751.25 in rental
fees for the use of the Palm Springs Pavilion and Sunrise Plaza for its spaghetti dinner and auction,
and approve appropriations therefor.
BACKGROUND:
In 1999, the Tour de Palm Springs was staged in Sunrise Plaza, both start and finish, and the
spaghetti dinner and auction were held in the old K-Mart store at Palm Springs Mall. For the 2000
event,it will be using Palm Springs High School football stadium for the bike event and the Pavilion
for the dinner and auction.
The cost of City-support services forthe 1999 eventwas absorbed by the different City departments
that were involved with the event The rental charge for the use of the park was$85.
The Tour de Palm Springs event anticipates 4,000 cyclists will attend, 75%of whom will be from
out of the area.Approximately 1,500 room nights will be used during this event. It is estimated that
the total amount of revenue from Transient Occupancy Tax(T.O.T.) received by the City will be
$11,239.50, based on the following formula of the Palm Springs Desert Resorts Convention &
Visitors Bureau: 1,500 hotel rooms x$74.931hotel room=$112,395.00 x 10%_$11,239.50.
It is anticipated that this event will raise approximately$140,000 for the benefit of 20 Coachella
Valley nonprofit organizations.
Tour de Palm Springs is asking for financial assistance to cover the cost of City-support services
and equipment and to waive all rental fees for the 2000 event It is estimated that the City's hard
costs will total $5,000 (Police: $3,700: Traffic Maintenance: $900; Fire: $400). Police, Traffic
Maintenance and Fire staff are essential to provide a safe venue for the bike event and its
participants. This event will require street closures, traffic delineation and detours, and police
escorts,and the waiver of rental fees in the amount of$751.25.
Funding for this event was not requested during the budget process.
At Its November 17 meeting, the Parks and Recreation Commission unanimously(6/0)voted to
recommend that City Council allocate the expenditure of up to, but not to exceed,$5,000 from the
City'sfund balance to pay forCky-support services forthe2000Tourde Palm Springs bicycle event
and waive$751.25 in rental fees for the use of the Palm Springs Pavilion and Sunrise Plaza for Its
spaghettidinnerand auction.However,the Office of Management&Budget recommends thatfunds
previously allocated forthe 2000 Senior Softball Works Series(SSWS)be used for this expenditure
rather than drawing upon unallocated reserve funds.As of December 15,the SSWS account has
a remaining available balance of$65,500.

COMMUNITY PROMOTION FUND BUDGET
Enclosed in the Council agenda of December 15, 1999,the Office of Management and Budget has
recommended that funding be provided to both the Black History Parade and Tour de Palm Springs
via a redirection of softball tournament appropriation.
OMB would hike both events to be successful and supports the recommendation of the parks and
recreation commission to hold the events. However,we respecMly request that the funding of these
projects be done by the redirection of funds from the softball tournament appropriation. This action
would be consistent with previous actions taken on both the Youth Center and Millennium
Celebration.
The Office of Management & Budget will provide council with an overview of the special events
budget during the budget workshop,currently schedule for January 11, 1999,

support services for the 2000 Tour de Palm Springs is hereby approved.
Section 2. That the rental fees in the amount of $751.25 for the use of the Palm Springs
Pavilion and Sunrise Plaza for the Tour de Palm Springs' spaghetti dinner and
auction are hereby waived.

authorized to record inter-fund cash transfers as required in
accordance with this Resolution, and that Resolution 19541,
adopting the budget for the 1999-00 fiscal year is hereby amended
