RECOMMENDATION:
It is recommended that Council provide direction to staff on the composition of an advisory
committee to assist in the preparation of the 2000-2005 Consolidated Plan.
BACKGROUND:
Staff is in the early stages of preparing the City's Consolidated Plan. The Plan is a required
element of the Department of Housing and Urban Development's(HUD)Community
Development Block Grant program.The Consolidated Plan is designed to be a collaborative
process whereby a community establishes a unified vision for community development
actions. It offers local jurisdictions the opportunity to shape the various housing and
community development programs into effective coordinated neighborhood and community
development strategies. It also creates the opportunity for strategic planning and citizen
participation to take place in a comprehensive context and to hopefully reduce duplication of
efforts at the local level.
The Consolidated Plan must result from an effective citizen participation process.
Jurisdictions have the flexibility to choose the participation process that best works for the
low-income citizens who are the primary clients for HUD programs. Staff is recommending
that a Community Development Block Grant Advisory Committee be formed,as has been in
the past,to work with City staff and the City consultant(Comprehensive Housing Services,
Inc. [CHS]) in preparing the Consolidated Plan. Along with the City Council,the Committee
will provide necessary feedback on community needs and objectives,and help establish
strategies for the CDBG program.
In order to get a well-rounded configuration of all segments of the community,staff is
recommending the following composition of the Committee:
A representative from the—
• Human Rights Commission
• Planning Commission
• Office on Aging
• AIDS Assistance Program
• Targeted low-income areas(such as Desert Highland-Gateway or Crossley Tract),
one African-American representative and one Latino representative
• Parks and Recreation Commission
We are ready to move forward on gathering data for the Plan. The formation of the Advisory
Committee is essential to this process. Staff is looking for input and direction from Council
on this matter. Upon Council direction,we will at once,seek representatives from the agreed
upon groups for cipation on the Advisory Committee.
