HomeMy WebLinkAbout11/17/1999 - STAFF REPORTS (22) DATE: November 17, 1999 TO: City Council FROM: City Librarian PALM SPRINGS VIRTUAL UNIVERSITY CONSULTING SERVICES AGREEMENT WITH SANDRA GRAVES RECOMMENDATION: Staff recommends that Council approve a one-year Palm Springs Virtual University Consulting Agreement (including three one-year renewal options with a potential cost of living factor not to exceed 2.5% for each of the renewal option years) with Sandra Graves at a rate of$32 per billable hour, rot to exceed $60,000 for the period effective November 17, 1999 through September 30, 2000. BACKGROUND: Palm Springs Virtual University has begun its third year of operation with a new Library Services and Technology grant in the amount of $250,000. The grant is primarily for operations, including staffing by a program coordinator and a marketing director, and it is consistent with the agreements approved in the past with the exception of the term of one year which may be renewed for three one-year options. Mrs. Graves has also agreed to a billing rate less than called for in the previous contract and fewer total hours. Sandra Graves has been instrumental in developing Palm Springs Virtual University from its initial class with twelve students in the sur nmer of 1998 to over 300 students and some twenty classes per semester. It is the goal of the library to try to at least double the numbers of students, classes and videoconferencing room rentals by the end of FY 2000 (September 30, 2000) in order to make Palm Springs Virtual University at least partially self-sustaining; and Mrs. Graves has assumed a major share of the burden of attaining that goal Mrs. Graves is a skilled marketing person with extensive local public relations experience and a journalism degree, and she served as the city's first public arts administrator. Her achievements have been laudable. After personnel changes left the VU program without adequate staff, the not only undertook the development of Summer, Fall and Winter 1999 classes, working with academic providers and on-site instructors, but prepared an extensive array of marketing materials for use in FY 2000, and recruited and registered over 300 students for those classes. PSVU has been the single most complex program ever undertaken by the library, and the quality and expertise of Its support staff is essential to developing a successful, replicable (for other libraries) model as desired by the State Library. Mrs. Graves is experienced and qualified to pursue these difficult goals. FISCAL IMPACT. Since all of the consultant's fees will be funded via the LSTA grant, no General Fund fiscal impact is anticipated. Minute Order Sandra Graves Library Virtual University Services AGREEMENT#4168 M06534, 11-17-99 Related CITY OF PALM SPRINGS CONSULTING SERVICES AGREEMENT FOR PALM SPRINGS PUBLIC LIBRARY VIRTUAL UNIVERSITY PROJECT THIS CONSULTING SERVICES AGREEMENT (herein "Agreement") is made and entered into this seventeenth (17th) day of November 1999 through September 30, 2000, by and between the City of Palm Springs, a municipal corporation (herein referred to as "City") and Sandra Graves, (herein referred to as "Contractor"). NOW, THEREFORE, the parties hereto agree as follows: 1.0 SERVICES OF CONTRACTOR 1.1 Scope of Services. In compliance with all of the terms and conditions of this Agreement, the Contractor shall perform the work or services set forth in the "Scope of Services" attached hereto as Exhibit "A' and incorporated herein by reference. Contractor warrants that all work and services set forth in the Scope and Services will be performed in a competent, professional and satisfactory manner. 1.2 Compliance With Law. All work and services rendered hereunder shall be provided in accordance with all ordinances, resolutions, statutes, rules, and regulations of the City and any Federal, State or local governmental agency of competent jurisdiction. 1.3 Licenses, Permits. Fees and Assessments. Contractor shall obtain at its sole cost and expense such licenses as may be required by law for the performance of the services required by this Agreement. Required permits under the control of the City shall be granted to the Contractor at no cost but subject to normal approval policies and procedures of the City. Fees and assessments under the control of the City shall also be waived. 2.0 COMPENSATION 2.1 Contract Sum. For the services rendered pursuant to this Agreement, Contractor shall be compensated in accordance with the "Schedule of Compensation" attached hereto as Exhibit "B". but not exceeding the maximum contract amount of $32 per billable hour, ("Contract Sum") and incorporated herein by this reference. 3.0 COORDINATION OF WORK 3.1 Representative of Contractor. Certificates of Insurance should be provided, naming the City of Palm Springs as an additional insured, for General Liability for$1,000,000 CSL;Automobile Liability for$1,000,000 CSL; and Worker's Compensation in California Statutory requirements. Further,the cancellation clause shall state as follows: Should any of the above-descn'bed policies be canceled before the expiration date thereof, the issuing company will mad 30 days written notice to the certificate holder named to the left.
