MID-VALLEY PARKWAY(FINAL PHASE)-CVAG REIMBURSEMENT AGREEMENT
RECOMMENDATION:
That City Council approve amendment number one to existing Reimbursement Agreement between
the City of Palm Springs and the Coachella Valley Association of Governments(CVAG)for the
construction phase of the "Mid-Valley Parkway Airport Extension - Stage 2" in the amount of
$706,715 for the widening of the intersection at Ramon Road and Gene Autry Trail and express lane
connector to the Vella Road entrance to the Palm Springs International Airport,City Project No.99-
13.
BACKGROUND:
On September 27, 1999,the Executive Committee of CVAG approved amendment number one to
the City/CVAG reimbursement agreement in the amount of$706,715 for the construction phase for
the final Palm Springs segment of the Mid-Valley Parkway project.
This final construction phase will widen the intersection of Ramon Road and Gene Autry Trail to
provide double left turn lanes in all directions to greatly improve traffic circulation by moving more
vehicles through the intersection during green light phasing. The work will also install a new
westbound express lane on Ramon Road from the Gene Autry Trail intersection to the Vella Road
entrance to the Pahn Springs International Airport. The new express lane, combined with three
through lanes,moves vehicles westbound more quickly and also to the Airport.
The intersection of Ramon Road and Gene Autry Trail is the most heavily traveled roadway
intersection in Coachella Valley. Currently combined peak 24-hour ADT's are reaching over 60,000
cars per day and year 2015 volumes are expected to reach 80,000 cars per day. The proposed
intersection widening was planned to accommodate these substantial traffic volumes.
The costs for the proposed intersection widening are to be slaved 50/50 with CVAG, with
$353,357.50 coming from CVAG Regional Measure A('/z cent sales tax&TUMF funds)and the
local match of$353,357.50 coming from local Measure A which are available in accent no. 134-
4498-50133. Note that no general fund dollars will be required for the project.

AMENDMENT NUMBER ONEXONSTRUCTION AND PROJECT COMPLETION
TH AIIaENDMENT NUMBER ONE is made and entered into this � day of
1999, by and between the City of Patin Springs ("Agency'), and the
Coachella Valley Association of Governments, a California joint powers agency, ("CVAG").
This amendment obligates and authorizes for expenditure, work not previously authorized under
the terms of the existing Reimbursement Agreement, executed January 14, 1997, Exhibit "A" -
"Scope of Services" and Exhibit "B"- "Estimate of Cost". All other provisions are considered in
force. CVAG will advance funds to Lead Agency as follows:
Mid Vaev Parkway AhMa t Exton `ctagII; is for the construction and project completion
of the off-site airport potion. An amount of$2,496,600 was previously obligated and authorized
for the Mid Valley Parkway Airport Extension Stage I, which included the design and construction
of the on-site airport portion and the design and right-of-way of the off-site airport portion. This
amendment shall authorize reimbursement for the Construction phase of the off site airport portion
of the Mid Valley Parkway Airport Extension project Stage H. No additional fiords are requested
to be authorized for this phase. For further detail please see Amendment One-Exhibits "A", "B"
and "C".

I HEREBY CERTIFY that this Minute Order approving amendment number one to existing
Reimbursement Agreement between the City of Palm Springs and Coachella Valley
Association of Governments (CVAG) for the construction phase of the "Mid-Valley
Parkway Airport Extension- Stage 2" in the amount of$706,715 for the widening of the
