HomeMy WebLinkAbout11/17/1999 - STAFF REPORTS (2) DATE: November 17, 1999 TO: City Council and Community Redevelopment Agency FROM: Director of the Downtown Development Center PURCHASE OF FOUR DOWNTOWN DECORATIVE LIGHT Fl%TtTRES RECONMIENDAMON: Approve Resolutions authorizing the purchase of four (4) additional "Downtown" decorative light 119U s from Delta Ughting Systems, Mao the to- tal Cost of $10,796.55, to be installed on fandadons being constructed by the Agency at selected locations for participating properly owners within the Central Business District Redevelopment Project Area BACKGROUND: In August of 1992, the City/Agency entered Into a competitive bid process for the purchase of themed, decorative light fiarnures in Downtown Palm S~. As a result of this process, City Council awarded the contract for the production and delivery of these fixtures to Delta Lighting Systems, ma of Corona, CA. The unit price for these fixtures has been held constant by Delta since the Initial award In 1992. Subsequently, the City requested Delta to slightly modify the se- lected Downtown street lighting liadure for additional use as: 1) Downtown park- ing lot lighting fixtures; and 2) Uptown street lighting fixtures. Since then, the City has continued to specify the original and the two (2) slightly modified versions of this fixture for use in Downtown and Uptown, and Delta has continued to hold unit prices constant for each version. Nov, two property owners in Downtown have requested that an additional four fixtures be acquired and installed, and they have agreed to sign the City's stan- dard Reinibursement Ag=MMA in the amount of $2,500.00 per fixture in this regard. These property owners represent locations at Las Casuelas Terrazza(I fixkre) and SMrbudcs/Vintage Marketplace (3 fixtures). The Procurement Manager for flue City of Palm Springs recommends that this spedfic purchase of Downtown decorative Noting fixtures be approved on the basis of declaring Delta Liglhdng Systems, Ina a"sole sauce"provider of these fixtures. The reasons for this recommendation are summarized as follows: The Procurement Manager has checked with other manufacturers of lighting. They could make fixtures identical to Delia's, but they say they will not for flue type of quanddes of fi:dures we are requesting because the cost of retooling is too high to Justify the effort Also, there is a concern that ff they duplicate Delta's design, Della will also duplicate theirs. - There are roughly similar products available which can be powder coated to match the existing fixtures, but they are noticeably different and more expen- sive. Delta won the competitive bid in 1992, and has held unit prices constant since flee initial bid process. o The purchase of the lights Is not a net drain on general fund money. The City Is basically acing as an aggegator to achieve economies of scale and standardi- zation to benefit the appearance of Downtown and the private businesses locat- ed there. 0 Im- 10 Page Two C m - 6W;LW there Is a current need to purchase an additional ftotr (4) lighting fixtures In or- der to complete this phase of the project The total cost of these four fixtures (Model DJ 2224) from Delta Is $10,796.55. The City will actually own, operate and maintain these fix tures in a manner consistent with the rest of the Downtown decorative lighting program. RGE A Dir of town Development DireCtOrofEconC7k Development HAROW E GOOD Procurement Manager Approved Interim City Manager 13'Wl.E ,i3 ATI'ACHME TI'S Resolutions RESOLUTION NO. 1088 OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF PALM SPRINGS,CALIFORNIA,AWARDING THE ACQUISITION OF FOUR ADDITIONAL "DOWNTOWN" DECORATIVE LIGHTING FIXTURES TO DELTA LIGHTING SYSTEMS, INC., IN THE AMOUNT OF $10,796.55 WHEREAS, the Community Redevelopment Agency of the City of Palm Springs ("Agency"), has been coordinating the redevelopment of project areas along Palm Canyon Drive within the City; and WHEREAS,as a part of the redevelopment process,standard"downtown"decorative light fixtures have been and continue to be installed along Palm Canyon Drive and within certain adjacent project areas; and WHEREAS, such light fixtures are purchased by the Agency and reimbursed at the rate of$2500 per fixture to the Agency by the City of Palm Springs; and WHEREAS,the City of Palm Springs is reimbursed the$2500 per fixture by the property owner requesting the fixture(s),pursuant to the City's standard Reimbursement Agreement, in the amount of$2500 per fixture; and WHEREAS,there is a need to acquire four additional fixtures, pursuant to requests from property owners for one location near Las Casuelas Terazza and three along the Starbucks/Vintage Marketplace location. NOW THEREFORE BE IT RESOLVED by the Community Redevelopment Agency of the City of Palm Springs, as follows: Section 1. That the purchase of four additional "downtown"decorative light fixtures from the Delta Lighting Systems, Inc. in the amount of$10,796.55 is hereby approved. Section 2. That the Agency shall be reimbursed by the City of Palm Springs at the rate of$2500 per fixture,pursuant to the City's collections from property owners in accordance with the terns and conditions of the standard Reimbursement Agreement between the City and the property owner.
