CONTRACT WITH COMPREHENSIVE HOUSING SERVICES,INC.
RECOMMENDATION:
It is recommended that the Community Redevelopment Agency approve a contract with
Comprehensive Housing Services,Inc.(CHS)to provide consulting services for the preparation
of the City's 2000-2005 Consolidated Plan in an amount not to exceed$15,000. Final agreement
to be in a form approved by the City Attorney.
BACKGROUND:
The attached item for Agency review and approval is a contact for consultant services for the
preparation of the City's Consolidated Plan. The Consolidated Plan is a City function under the
Community Development Block Grant(CDBG)program. Staff is seeking Agency approval on
this item due to a request for financial support from the Agency's Housing Setaside Fund. The
majority of the cost of the contract will be carried by CDBG fiords($10,000);affordable housing
and related issues are an integral part of the report,therefore Housing Setaside Funds are also
being requested to pay a portion of the contract($5,000).
The City of Palm Springs is an entitlement community defined by the US Department of Housing
and Urban Development(HUD)to receive Community Development Block Grant(CDBG)
fiords. In order to meet the application requirements for the CDBG program the City is required
to complete a five year housing and community development strategy called the Consolidated
Plan. The City last completed the Consolidated Plan in 1995;it is now time to complete and
submit a new five year Plan to HUD.
The Consolidated Plan is designed to be a collaborative process whereby a community establishes
a unified vision for community development actions. It offers local jurisdictions the opportunity
to shape the various housing and community development programs into effective coordinated
neighborhood and community development strategies. It also creates the opportunity for strategic
planning and citizen participation to take place in a comprehensive context and to hopefully
reduce duplication of efforts at the local level.
The primary objective of the CDBG program is the development of viable urban communities
through the provision of the following,principally for low and moderate income persons: 1)
decent housing,2)a suitable living environment,and 3)economic opportunity. In order to reach
these objectives,the elements of the Consolidated Plan will include a needs assessment,priority
needs,specific objectives,and how chosen activities will address identified needs and objectives.
Jurisidictions are encouraged to set forth annual goals and benchmarks for the purpose of
accountability and measuring success. The Consolidated Plan must be submitted mid-May,2000
along with a one-year action plan. Each year thereafter,for the next four years,an action plan
will be submitted to HUD explaining how the City will use its CDBG funds,as well as other
funding sources,to meet the goals and objectives stated in the Consolidated Plan.
A Request for Proposals was prepared to find a consultant well-versed in the complexity of
preparing a Consolidated Plan. The RFP was advertised on October 9, 1999,with proposals due
in the Procurement Division office by November 2, 1999. The RFP was supplied to 17 vendors.
Two responses were received: Comprehensive Housing Services,Inc.,$15,000;and Tierra
Concepts,$19,720.

The proposals were evaluated by a staff committee consisting of the Director of the Office of
Management and Budget,the Procurement Manager,and the CDBG/Housing Coordinator. Each
committee member reviewed the proposals independently and then together as a group. After
careful evaluation and assessment of the various elements of each RFP,there was a unanimous
decision to select the RFP submitted by CHS. The Agency is asked to approve a contract with
CHS in an amount not to exceed$15,000. City Community Development Block Grant funds and
Agency's Housing Set Aside funds are available to cover this contract award.

BE IT RESOLVED BY THE COMMUNITY REDEVELOPMENT AGENCY of the City of Palm
Springs,California,that an Agreement with Comprehensive Housing Services,Inc.to provide consulting
services for the preparation of the City's 2000-2005 Consolidated Plan is approved;and,the Executive
Director or his designee is authorized to sign any documents related to the Agreement.
