HomeMy WebLinkAbout12/1/1999 - STAFF REPORTS (7) DATE: December 1, 1999 TO: City Council FROM: Deputy Director of Aviation-Administration via Director of Aviation SPECIAL EVENTS PROPOSAL FROM SSC RACING FOR A ONE DAY "EXTREME PROKART EVENT" TO BE HELD ON ABANDONED TAXIWAY "A" LOCATED AT PALM SPRINGS INTERNATIONAL AIRPORT WITH ATTACHED RESOLUTION WAIVING THE NOISE ORDINANCE RECOMMENDATION: It is recommended that the City Council approve a one day"Extreme Prokart Event"special events proposal from SSC Racing,3101 E.Alejo Road,Palm Springs,California to allow a timed go cart racing event on abandoned taxiway"A"located outside the secured area on landsideproperty at Palm Springs International Airport for invited participants to be held on December 12,1999 from 8 a.m.-5 p.m BACKGROUND: SSC submitted the City's standard special events application/permit requesting permission for the event to occur on December 12, 1999 between the hours of 8 am.-5 p.m. Franklin&Franklin,Inc., a Banning Corporation, is the company the event is being scheduled for. They are expecting approximately 40 of their employees to participate. SSC will be utilizing a modified kart with a smaller engine using noise suppressing mufflers for this event. It has been recommended that the Airport get approval from the Council to waive the noise ordinance for this special event with a clause written into the permit which would allow Airport staff the ability to terminate the event if a noise nuisance problem occurs. The Airport will receive $500 a day for this special event. Liability &Workers Compensation Insurance Coverage naming the City as an additional insured,and indemnification and hold harmless agreements have been executed by SSC Racing and have been approved by Risk Management. All other operational concerns (i.e. parking, escorts and security) regarding this event have been coordinated with Airport staff. Future requests forthis type ofactivity,barring any other difficulties, will be addressed on a individual basis. Based on the success of this event,future activities may need to be addressed in a more permanent manner such as an operating agreement. Additional staff, if necessary, will be charged in accordance with the City's comprehensive fee schedule. No general fund monies will be expended. OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, TEMPORARILY SUSPENDING CERTAIN REGULATORY ORDINANCES TO FACILITATE THE 1999 "EXTREME PROKART EVENT". WHEREAS the City of Palm Springs designated the abandoned taxiway"A"as the location for the "Extreme Prokart Event"; and WHEREAS the City Council desires to facilitate the staging of the `Extreme Prokart Event" to maximize revenue production;and WHEREAS the City Council finds that certain regulatory ordinances, which are generally deemed desirable and necessary, may nevertheless impede the conduct of special events; and WHEREAS the City Council finds that in holding special events, the public interest and the benefits derived therefrom outweigh the temporary public inconvenience;and WHEREAS the City Council has enacted Ordinance #310 authorizing temporary suspension of regulatory ordinances. NOW THEREFORE BE IT RESOLVED by the City Council ofPalm Springs,California,as follows: Section 1. A. That the 1999 "Extreme Prokart Event" is a special event beneficial to the community and its visitor-oriented economy. B. That the date of the 1999"Extreme Prokart Event" is December 12, 1999. C. That SSC Racing is the event promoter, along with its operations personnel and staff. D. That the venue is on abandoned taxiway"A" at Palm Springs International Airport. Section 2. That the following ordinances are hereby temporarily suspended for the special event designated in Section I above:Noise Ordinance. Section 3. That the regulatory ordinances designated in Section 2 above shall remain in full force and effect except as to the event,date and persons or organizations as designated in Section 1 above.
