RECOAMENDATION: That City Council ratify Construction Change Order No. 2 to Granite Construction Co., for an increase of$47,048.07, for the Palm Canyon Drive Rehabilitation, City Project t 99-02. BACKGROUND: On July 7, 1999, City Council awarded a contract to Granite Construction Company in the amount of$695,865.00, for the rehabilitation of Palm Canyon Drive from Alejo Road to Ramon Road. The contractor began work on July 26, 1999. The changes detailed in the attached change order No. 2,reflect both increased and decreased costs encountered during construction. The changes in cost were for the following reasons: • A strip of concrete underneath the existing roadway and presumably part of the old State Highway was discovered during milling operations and due to its conflict with design elevations was removed on an accumulation of costs basis. • The estimated square footage for the project was 221,150 SF. In field measurements of as built conditions revealed that 221,568 SF was constructed. This was a difference of 418 SF and Granite Construction was compensated per established bid item prices. 0 An existing nuisance water outlet and a portion of the 'down and under' system at the intersection of Palm Canyon Drive and Arenas Road was removed. A new junction box and a drywell, 85 feet East of the intersection, were constructed on an accumulation of costs basis, due to consistent problems with odor and required jig and pumping. • During milling operations,unknown obstructions underneath the existing roadway were hit, and subsequently damaged milling equipment. In addition to the equipment damage,personnel, supporting equipment and rented belly dump trucks experienced downtime for which the contractor was entitled to reimbursement. • As an incentive for early completion of the project,the contractor was entitled to a bonus of$1,800.00/working day up to a maximum of ten days. Granite Construction's early completion of the project entities them to the full incentive bonus. • Item 16 of bid Schedule A(8" DIP Storm Drain) was not required at Arenas Road as had been anticipated. At Amado Road a'down and under' drain was damaged during milling operations, and required replacement. The drain was repaired with PVC pipe, and a credit is due the City because only 88% of the contract amount was used. • Item 17 of bid Schedule A(12" DIP Storm Drain)was not required at Arenas Road. This item is being deleted from the contract. �� • During milling operations, a marked traffic signal conduit was damaged. The contractor is responsible for the cost of repair and the City is being credited the costs of City personnel and materials involved with the repair work. Construction Change Order No. 2, C.P. #99-02 December 1, 1999 Page 2 of 2 • During construction, Granite construction broke a decorative lighting fixture on Palm Canyon Drive. The City is being credited the costs of materials and City personnel involved with its replacement. • Some of the street striping placed by Granite Constructions subcontractor was incorrect. This error was corrected by City personnel and the cost is being credited to the City. Per Minute Order No. 6436,the Assistant City Manager/Operations has approved the change order and staff recommends that City Council ratify Construction Change Order No. 2 to Granite Construction Company for Palm Canyon Drive Rehabilitation from Alejo Road to Ramon Road, increasing the projects costs by$47,048.07 Original Contract Amount: $695,865.00 This Change Order: $47,048.07 Previous Change Order: S (-3.289.00) Final Contract Amount: $739,624.07 Funds are available in account No. 134-4498-50161 (North Palm Canyon Rehab) DAVID 7.
