RECOMMENDATION: It is recommended that the City Council approve a three day"Extreme ProkartEvent"special events proposal from SSC Racing,3101 E.Alejo Road,Palm Springs,California to allow a timed go cart racing event on abandoned taxiway"A"located outside the secured area on landside property at Palm Springs International Airport for invited participants to be held on November 18-20, 1999 from 8 a.m.-5 p.m. BACKGROUND: On October 8, 1999, SSC Racing submitted a written request to the Palm Springs International Airport to lease abandoned taxiway"A"for a three day"Extreme Prokart Event" using race karts manufactured in Palm Springs in an effort to promote their products and services to the travel and hospitality industries in the valley. Plans have been made to advertise this event in an upcoming Convention Services Guide&Membership Directory as a full page ad distributed by the CVB. SSC's future goals are geared toward maintaining an active track which can be marketed for corporate outings,possibly on a daily basis. Participants would race against the clock on a track whichwould beset up and disassembled at the end ofeach event. Participants would not race against each other. SSC submitted the City's standard special events application/permit requesting permission for the event to occur on November 18-20, 1999 between the hours of 8 am.-5 p.m. Airport staff has concerns regarding the possibility of creating a noise nuisance to local residents near the old taxiway and discussed land use issues related to this concern with the Planning Department. SSC has indicated they will be utilizing a modified kart with a smaller engine using noise suppressing mufflers for this event. It has been recommended that the Airport get approval from the Council to waive the noise ordinanceforthis special event with a clause written into the permitwhich would allowAirport staff the ability to terminate the event if a noise nuisance problem occurs. The Airport will receive $500 a day for this special event. Liability & Workers Compensation Insurance Coverage naming the City as an additional insured,and indemnification endholdharmless agreements have been executed by SSC Racing and have been approved by Risk Management. All other operational concerns (i.e. parking, escorts and security) regarding this event have been coordinated with Airport staff. Future requests forthis type ofactivity,barring any other difficulties, will be addressed on a individual basis. Based on the success ofthis event,future activities may need to be addressed in a more permanent manner such as an operating agreement. Additional staff if necessary, will be charged in accordance with the City's comprehensive fee schedule.
