APPROVAL OF SUBMITTAL OF APPLICATION TO CALIFORNIA INTEGRATED
WASTE MANAGEMENT BOARD FOR A DECONSTRUCTION GRANT IN THE
AMOUNT OF$100,000.
RECOMMENDATION:
That the City Council approve submittal of an application to the California Integrated
Waste Management Board for a Deconstruction Grant in the amount of$100,000.
BACKGROUND:
At the January 25, 2000 Board Meeting, the California Integrated Waste Management
Board (CIWMB) approved the"Grants to Local Governments for Deconstruction
Projects" program. "Deconstruction"is the hand-demolition of buildings in order to
preserve or reuse building materials. The ultimate objective of this Grant program is to
efficiently recover reusable materials and reuse these resources, which would result in
less waste going into landfills, increasing our diversion rate. CIWMB appropriated
$200,000 for the year 2000-2001.
Within the City of Palm Springs are several projects that anticipate demolition of
structures. Some of these projects are quite substantial and could negatively Impact
our landfill diversion rate, If the City does not take steps to require alternative disposal
options. Staff proposes writing a grant to assist the developers of the Ralphs on
Sunrise and Ramon in order to reuse some of Albert Frey's distinctive materials in a
new, exciting building design. Through the use of this Grant, the City would be able to
assist developers in covering the additional costs incurred in order to recycle/reuse the
affected materials. The cost to divert materials from our landfill and allow the reuse of
building materials is slightly higher due to the added labor required to separate the
types of materials. Staff would also consider using these grant monies to assist in the
demolition and reuse of materials from the Desert Fashion Plaza.
Staff will apply for a grant in the amount of$100,000 because of the high uality and

RESOLUTION NO.
APPROVING SUBMITTAL OF AN
APPLICATION TO THE CALIFORNIA
INTEGRATED WASTE MANAGEMENT
BOARD FOR A DECONSTRUCTION
GRANT IN THE AMOUNT OF$100,000.
WHEREAS, Public Resources Code Section 42000 authorizes the California Integrated
Waste Management Board (CIWMB) to conduct market development activities to
strengthen demand by manufacturers and end-use consumers for recyclable materials
collected by municipalities, nonprofit organizations and private entities; and
WHEREAS,the CIWMB has identified Construction and Deconstruction waste as a priority
material; and
WHEREAS,on January 25,2000 the CIWMB approved ofthe Evaluation Process,Scoring
Criteria and Preference Criteria for the Deconstruction Grant Program; and
WHEREAS, the applicant will enter into an agreement with the State of California for
development of the project
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Springs
to authorize the submittal of an application to the California Integrated Waste Management
Board for a Deconstruction Grant in the amount of$100,000. The City Manager or his
designee is hereby authorized and empowered to execute in the name of the City of Palm
Springs all necessary applications, contracts, payment requests, agreements and
amendments hereto for the purposes of securing grant funds and to implement and cant'
out the purposes specified in the grant application.
