CHANGE ORDER TO PAVING CONTRACT
RECOMMENDATION:
It is recommended that, subject to successful negotiations with one of the two
contractors currently doing paving work for the City, City Council approve a change order
in an amount not-to-exceed $20,000 for the construction of a skid pad and off-road
recovery area to be used in conjunction with advanced driver training.
BACKGROUND:
In January of 1998, United Auto Workers and General Motors held their annual
convention in Palm Springs for the first time. As part of their convention, they conducted
a hands-on Driving Skills Enhancement Course for attendees. Exercises designed to
instruct participants in the proper handling of their vehicle in common emergency
situations were laid out on abandoned Taxiway Alpha at Palm Springs International
Airport. These exercises gave drivers the opportunity to practice proper technique, taught
them to respond quickly and correctly and introduced a better understanding of vehicle
capabilities and driver limitations. The goal of the program is to reduce vehicle accidents,
injuries and damage. Staff arranged for approximately 80 City personnel to take part in
the training and receive certificates of completion.
The program was such a successful part of their convention that UAW/GM has decided
to expand the training at this year's convention, again to be held in Palm Springs. This
year they will incorporate a skid pad and training in off-road recovery techniques. These
additional exercises require the application of 2 - 3 layers of Jenite to approximately
6,000 square feet of taxiway and the construction of a 12-foot strip of asphalt
approximately 272 feet in length immediately adjacent to a section of abandoned airport
perimeter road. A small number of City personnel will again be allowed to participate in
the training. In addition, General Motors has agreed to provide four days of Advanced
Instructor Driver Training for City staff, to be selected from Operations, Fire and Police
volunteers. Once this program has been completed, City driving instructors will have the
ability to train other City employees on a continuing basis.
Staff has been negotiating with Yeager Construction and G & M Construction to build the
aforementioned skid pad and off-road recovery area per specifications developed by
General Motors Safe Driving Program personnel. Time restraints due to construction and
curing periods require that staff seek City Council approval prior to the completion of
negotiations.
Funds for drivers training activities have been earmarked for several years. They are
available in the Risk Management, Loss Containment account. As UAW/GM will be
utilizing these training areas for approximately two weeks, they have agreed to pay half
of the cost of construction and will reimburse the City for that amount.
