AUTHORIZE PURCHASE OF ONE(1)FULLY EQUIPPED HARLEY DAVIDSON POLICE MOTORCYCLE
RECOMMENDATION:
It is recommended that the City Council auffiorize the purchase of one fully equipped Harley Davidson
motorcycle for the Palm Springs Police Department from Harley Davidson of Palm Springs at a cost of
$17,221.92.
BACKGROUND:
ffi 1996 Palm Springs Police Department was forced to reduce the number of motor officer positions due to
shortages in the Patrol Division. It is anticipated that the Patrol Division will reach comfortable staffing level
by January 2000, and that motor officer positions will be filled necessitating purchase of this additional
motorcycle.
The Police Department currently has three 1997 Harley Davidson police equipped motorcycles. The Harley
Davidson police motorcycle has proven to be very efficient and effective for traffic enforcement and used
during all special events which are street related in the City of Palm Springs.
Harley Davidson police motorcycles have a proven track record for holding their value more than any other
police equipped motorcycle on the market,and it is manufactured here in the United States. Replacement cost
will be minimal,as trade-in value will be close to the original purchase price after approximately three years.
In the past with other manufacturer's police motorcycles such as Kawasake,the resale value was very low in
comparison,and the maintenance costs were much higher.
The total cost of$17,221.92 includes:
Cost of Vehicle $11,892.50
Accessories 2,900.00
Installation of Accessories 660.00
Extended Warranty 623.00
State.@ Local Taxes 1,146.42
TOTAL COST: $17,221.92
In Fiscal Year 2000/2001 the Patin Springs Police Department will betradmg=m three 1997 Harley Davidson
police motorcycles to Palm Springs Harley Davidson for approximately the same cash value we paid for them
in the 1997/1998 Fiscal Year.
This item was advertised and bid in June 1999. No bids were received at that time. The Procurement
Ordinance allows staff to negotiate a price when no bids have been received. The three existing Harley
Davidson cycles were purchased through a competitive bid process from Harley Davidson of Pahn Springs
in 1997. The current negotiated price represents a 9%increase over the price paid at that time. (An average
of 3%per model year.)
Funds are available—Account No.510-5475-50020, Motor Vehicle Replacement Reserves.

Bast Tahquitz Canyon Way,Palm Springs,CA,until Tuesday,May 25,1999,3:00 P.M., local time,at which date
and time they will be publicly opened and read in the Procurement Manager's Office for providing the following:

Specifications and Bid documents may be obtained from the Procurement Office or by calling (760) 322-8374.
Requests for specifications to be mailed out must be addressed to the Procurement Manager's Office,P.O.Box 2743,
Palm Wags,CA 92263-2743. No Bid will be considered unless it is made on the bid forms famished by the City.
Any Manufacture's manes,trade names,brand names,model or catalog numbers used iwthe specifications are for the
purpose of describing and establishing general quality levels.. Such references are not intended to be restrictive. Bids
will be considered for any brand,which meets or exceeds the specifications listed;such bid shall state brand name and
number and include detailed specifications. City may require bidder to supply additional descriptive material.
The City of Palm Springs reserves the right to reject any or all bids and to waive any informality or technical defect
in a bid.The City may reject a bid not containing a firm commitment to meet the City delivery time line.
It is the responsibility of the bidder to see that any bid sent through the mail shall have sufficient time to be received
by the Procurement Office prior to bid opening time. Late bids will be retuned to the bidder unopened.
The receiving time in the Procurement Office will be the governing time for acceptability of bids. Telegraphic and
