BACKGROUND: Artist, James Taylor was unanimously selected by the Arts Commission to create the Demuth Park youth sculpture project. This project is the third in the ICAP series (Interactive Community Arts Project) which provides job training and community involvement for area youth. Nine Palm Springs Unified School District high school students learned welding and other practical artistic applications while creating seven monumental sports-oriented, painted-steel sculptures. The seven sculptural elements are a baseball diamond, baseball and baseball bat, a football, soccer ball, solar-system house and a mountain. The title "Nines and Elevens' refers to the number of players on soccer, football and baseball teams and also planets in our solar system. The Arts Commission approved the completed welded-steel sculpture entilled "Nines and Elevens",with kudos to the arlisi,on October 14, 1999. Projected cost for the sculpture project was $33,000. Artist Taylor meticulously managed supply and equipment costs to come in $4,540.05 under budget, reducing total project cost to$28,459.95. The final payment to the Artist as per the Agreement was to be $12,000 less the amount not spent on supplies. Approval for the final payment of $7,459.95 requested here reflects a reduction by the amount the artist saved on supplies and equipment. Public Arts Fund account number for this project is 4408-50015. No City funds were used for this Public Art Project. The Artist dearly met and exceeded all project requirements, on-fime and under budget, completing another successful Interactive communip Arts Project for the Oily of palm Springs.
