406-410 SAN RAFAEL ROAD STREET IMPROVEMENT COVENANT
RECOMMENDATION:
It is recommended that City Council authorize the acceptance of a Street Improvement Covenant for
the property known as 406-410 San Rafael Road.
BACKGROUND:
Reggie and Mollie Hall are the owners of the above referenced property on San Rafael Road. For
the better part of six years, they have been struggling to remodel these structures into four small
business addresses. Theybave proposed a barbershop use,a small 12-seatrestaurant,and office with
one space not assigned at this point.
In 1996,a$20,000 loan guarantee was approved through Economic Development. Then, in 1998,
a$15,000 direct loan was made to help the couple finish their project. After much hard work and
more time passage than they had envisioned,they are about ready to open a couple ofthe storefronts;
however, their funding limitations have not allowed them to complete the required street
improvements.
Mr. and Mrs.Hall have struggled mightily to try and resurrect an old building in one of the City's
"Recapture Our Neighborhood" areas. Much of the street has no improvements and they are
requesting this opportunity to sign a covenant that requires them to install street improvememswhen
the property to their east develops.
Staff has worked diligently with Mr.and Mrs.Hall over the years and is desirous of finding a way
to help them achieve their dream of completing their project. Street Improvement Covenants have
only been utilized in residential areas and staff is hesitant of a recommendation that would set a
precedent on commercial property. It is recommended that an exception to the policy be made and
allow for a Street Improvement Covenant on this commercial property because it is in a"Recapture
Our Neighborhood"area and is a project that is contributing to the rehabilitation of the area

I HEREBY CERTIFY that this Minute Order, authorizing staff to accept a Street
Improvement Covenant on Property located at 406-410 San Raphael Road West, a
commercial improvement project in a"Recapture OurNeighborhood"area,was adopted by
the City Council ofthe City ofPahn Springs,California,in ameetiug thereof held on the 201"
day of October 1999.
