APPROVE SERVICE AGREEMENT WITH COUNTY OF RIVERSIDE FOR 550,000 CLEAN ATR
GRANT-PURCHASE FOUR(4)CNG FUEL PICKUPS
RECOMMENDATION:
Than City Council approve a Service Agreement with the County of Riverside to reimburse the City
with$50,000 in Coachella Valley Air Quality Enhancement Grant funding under the COLMAC
Program,regarding the purchase of four(4)CNG fueled F-250 Ford Pickup Trucks.
BACKGROUND:
On November 15, 1998,the City applied for a"Coachella Valley Air Quality Enhancement Grant'
(CVAQEG) via the County of Riverside, which is funded by the "COLMAC Air Quality
Enhancement Fund." On July 26, 1999,the County notified us that the County Supervisors have
approved $50,000 in CVAQEG fimds toward the purchase of four(4) Compressed Natural gas
(CNG)fiel Ford F-250 pickup trucks. The County Service Agreement is required inordertoreceive
the$50,000 reimbursement for the grant

THIS SERVICE AGREEMENT, DATED 0—bi 1999, by and between the CITY OF
PALM SPRINGS (hereinafter °PALM SPRINGS") and the COUNTY OF RIVERSIDE
(hereinafter"COUNTY");
WHEREAS, on October 1, 1998, COUNTY issued a Request For Proposals for regional
air quality enhancement projects, to be funded from the Coachella Valley Air Quality
Enhancement Trost Fund; and
WHEREAS, in response to COUNTY'S request, PALM SPRINGS submitted a proposal for
a Coachella Valley Air Quality Enhancement Project, which was subsequently reviewed
by the Coachella Valley Air Quality Advisory Committee and recommended for funding;
and
WHEREAS, on June 22, 1999,the Riverside County Board of Supervisors approved the
recommendations of the Coachella Valley Air Quality Advisory Committee and authorized
the County Executive Office to enter into Service Agreements with the individual project
proposers.
NOW,THEREFORE, In the joint and mutual exercise of their powers, and in consideration
of the above premises and of the mutual covenants herein contained and for other valuable
consideration, the parties hereto agree as follows:
SECTION 1. DEFINITIONS
(a) "COUNTY"shall mean the COUNTY OF RIVERSIDE, a political subdivision
of the State of California.
(b) "PALM SPRINGS'shall mean the CITY OF PALM SPRINGS. -
(c) 'AGREEMENT' shall mean that certain Service �g��eeement between the
County of Riverside and the City of Palm Springs, dated b , 1999.
(d) "PROJECT shall mean the regional air quality enhancement project to be
conducted by PALM SPRINGS for positive benefit to regional air quality in the Coachella
Valley.
SECTION 2. PURPOSE
The purpose of this AGREEMENT shall be implementation and operation of a regional air
quality enhancement program for the Coachella Valley. The Soope of Work to be
performed by PALM SPRINGS pursuant to this agreement is attached hereto as Exhibit
'A'and is incorporated herein by this reference.

I HEREBY CERTIFY that this Minute Order, approving a Service Agreement with the
County of Riverside to reimburse the City with$50,000 in Coachella Valley Air Quality
Enhancement Gram Funding under the COGNAC Program regarding the purchase of four
(4)CNG fueled F-250 Ford pickup trucks,was adopted by the City Conned of the City of
Patin Springs,California,in a meeting thereof held on the 6°day of October 1999.
