MASTER PLAN CONSULTANT SELECTION
RECOMMENDATION:
It is recommended that City Council accept the Airport Commission recommendation
to select Coffman Associates as the Airport's Master Plan Update Consultant.
BACKGROUND:
The Airport's Federal Fiscal Year 2000 entitlement grant request includes dollars for
a Master Plan update and environmental documentation. (The last planning effort
began in 1993.) In March of 2000, the Airport, with the assistance of Procurement,
circulated a Solicitation of Qualifications for master planning consultants. The
solicitation was sent to thirteen(13) nationwide firms that are listed in the American
Association of Airport Executives yellow pages, listed as firms specializing in master
planning. It was also advertised and local firms having previously expressed interest
were also noticed.
Proposals were due on April 14, 2000 at 5:00 p.m.;one was received from Coffman
Associates. The selection subcommittee of three staff and three Airport
Commissioners independently graded the proposal and found it to be an outstanding
proposal. At the May 3, 2000,Airport Commission meeting,the selection committee
reported its unanimous recommendation for a short list of Coffman Associates. The
Commission questioned the lack of participation and the committee reported that firms
are very busy and could not meet the Airport's time constraints. The Commission
unanimously accepted the short list and the selection committee was instructed to
interview Coffman Associates on May 4, 2000.
Interviews were conducted and the selection committee unanimously found Coffman
Associates energetic and enthusiastic, with exceptional references, and
recommended Commission selection of this firm as the Master Plan Consultant. The
Commission met on June 7, 2000, and took action to recommend City Council
acceptance of Coffman Associates as the Master Plan Consultant.
Coffman has worked for the Airport on the previous master plans and has done an
outstanding job of preparing documents that are thorough, easy to read and able to
withstand legal challenge.
The attached Minute Order would select Coffman Associates as the Master Plan
Consultant and would authorize staff to negotiate a contract to be returned for City
Council approval.

AND AUTHORIZING STAFF TO NEGOTIATE
A CONTRACT FOR CITY COUNCIL
APPROVAL.
I HEREBY CERTIFY that this Minute Order,selecting Coffman Associates as
the Palm Springs IntemationalAirport Master Plan Consultant and authorizing
Staff to negotiate a contact for City Council approval,was adopted by the City
Council of the City of Palm Springs, California, in a meeting thereof held on
the 21"day of June 2000.
