RECOMMENDATION: That City Council approve purchase of one(1)Fad T=us,and one(1)Ford Windstar Wagon for a total of$ 41,196.06 through Cooperative Purchase with the County of Riverside from Ramsey Street Fad, Banning,CA. BACKGROUND: Vehicles to be purchased are as follows: one(1)1999 Taurus tQ$IC137.00 plus 7.75%sales tax,$1,250.62 total$17,387.62 One(1)1999 Windstar Wagon®$22,087.00 phis 7.75%sales tax,$1,7312.44 total$23,8M.44 Both units requested are to replace exciting units that are at the end of their useful life.One is to replace a Engineering Department 1993 Ford Taurus,that had a complete transmission failure,the other is to replace a 1991 Fad Aerostar. The units have historically only been available at an economical price through Cooperative Purchaser with a larger entity(state,county or large city Dealers not participating id these programs charge significantly more,typically$2,000 to$4,000 per unit Normally we would order these units when the new model year units are available.Because of the transmission failure and condition ofthe van,Staff looked into a faster solution to the problem. Both ofthese replacement 1999 unitswen found to be available for immediate delivery as they are sitting on the dealers lot. This year as in the past two,Ramsey Sheet Fad,of Banning Ca,has won the County of Riverside contract.Their price,including delivery,is less than the State of Califonk Contract,plus we have participated in this County contract for the past two years. Coachella Valley dealers also have been able to compete for the County Contract then past two years. Neither of these units or similar makes of this size are available with CNG engines options.Full size Ford Crown Victoria and Ford E-35012 passenger vans do have CNG engines options,but these would need to be model year 2000 which are just now going into production. Staff is committed to CNG vehicles and will continue to evaluate than and bring therm to council when they fit the application and time frame needs. t Funds forthis purpose are available in Account#510-5475-50020,MotorVdticle Reserves(MVR).The replaced units will be surpluses and sold at competitive public auction. ThewocurernentMamag r,pursuanttotherequhennenetoftheMunicipalCodeSection3.12.270.6finds that the competitive bid process conducted by the County of Riverside,Purchase Order No.90566 and 93947, for the proposed purchase is adequate to protect the public interest and die proposed cost ofthe vehicles is likely to be less through the proposed cooperative purchase than could be attained through the City's independent purchasing process.A copy ofthe Canty of Riverside's P.O.'s are on file at the City Clerk's office.
