1999 PALM SPRINGS BIKE WEEKEND
RECOMMENDATION:
That the City Council rescind Minute Order6449 waiving rental fees of City facilities and Resolution
No. 19618 temporarily suspending certain regulatory ordinances, both dated July 21, 190; and
adopt a Resolution temporarily suspending certain regulatory ordinances, all regarding the 1999
Palm Springs Bike Weekend.
BACKGROUND:
The Palm Springs Bike Weekend, which will take place this year from October 14 through
October 17, is designed to boost tourism and enhance the city's image as a lively destination.
The promoter originally had asked that the event take place at Sunrise Plaza and Palm Springs
Stadium because of the streetconstruction occurring on Palm Canyon Drive.Since the construction
has subsequently been completed,the promoter Is now asking that the venues be changed from
Sunrise Plaza and Pakn Springs Stadium to the proposed downtown location on Palm Canyon
Drive.
City sponsorship of the event by the temporary suspension of certain regulatory ordinances will
allow the promoter to stage the event on Palm Canyon Drive and various downtown Palm Springs
locations.The producer will plan,organize and stage the event.Schedule of events and proposed
sites will be provided at this City Council meeting.
The activities scheduled during the bike weekend are varied—from breekfastwith"the King,"a golf
tournament at Tahqukz Creek Golf Resort, and a number of activities at various Palm Springs
businesses.
The bike weekend promoter is asking the City to close Palm Canyon Drive between Alejo Road to
Tahquftz Canyon Way from 2:00 a.m. on Saturday, October 16, through 6:00 p.m. on Sunday,
October 17.
On October 5, 1988, the City Council adopted Ordinance No. 1310,which authorizes temporary
suspension of regulatory ordinances to facilitate sponsored or sanctioned events. If this event
becomes a City-sponsored event, a Resolution is attached for City Council consideration that
temporarily suspends the Noise Ordinance, Sign Ordinance, and Zoning Ordinance from
October 14 through October 17 for all event venues.
At its June 16 meeting,the Parks and Recreation Commission approved a motion by a 413 vote to
recommend that City Council adopt a Resolution that temporarily suspends certain regulatory
ordinances regarding the 1999 event.
At its September2 meeting,the Board of Directors of Main Street Palm Springs unanimously voted
to support the proposed event as presented and its two-day street closure on Palm Canyon Drive
from Alejo Road to Tahqukz Canyon Way for the time period s above.

I HEREBY CERTIFY thatthis Minute Order,rescinding Minute Order6449 dated July21,1999,waiving rental
fees of City facilities for the 1999 Palm Springs Bike Weekend,was adopted by the City Council of the City
of Palm Springs,California, in a meeting thereof hell on the 15"day of September, 1999.

RESOLUTION NO. 19652
OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA,
RESCINDING RESOLUTION NO. 19618 TEMPORARILY SUSPENDING
CERTAIN REGULATORY ORDINANCES, DATED JULY 21, 1999; AND
TEMPORARILY SUSPENDING CERTAIN REGULATORY ORDINANCES TO
FACILITATE THE 1999 PALM SPRINGS BIKE WEEKEND.
WHEREAS the City of Palm Springs designated the Palm Springs Bike Weekend as a City-sponsored event;
and
WHEREAS the City Council desires to facilitate the staging of the City-sponsored event to maximize revenue
production; and
WHEREAS the City Council finds that certain regulatory ordinances,which are generally deemed desirable
and necessary, may,nonetheless, impede the conduct of events;and
WHEREAS the City Council finds that in holding events,the public interest and the benefits derived therefrom
outweigh the temporary public inconvenience;and
WHEREAS the City Council has enacted Ordinance No.1310,authorizing temporary suspension ofregulatory
ordinances.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs,California,as follows:
Section 1. That Resolution No. 19618 temporarily suspending certain regulatory ordinances,dated
July 21, 1999, regarding the 1999 Palm Springs Bike Weekend is hereby rescinded.
Section 2. A. That the Palm Springs Bike Weekend Is an event beneficial to the community and its
visitor-oriented economy.
B. That the dates of the 1999 Palm Springs Bike Weekend are from October 14 through
October 17.
C. That Palm Springs Bike Weekend is the event promoter,along with its construction and
concession personnel and staff.
D. That the venues are: Palm Canyon Drive, Tahquilz Creek Goff Resort, and various
downtown Palm Springs nightclubs.
Section 3. That the following ordinances are hereby temporarily suspended for the event designated
in Section 2 above: Sign Ordinance,Zoning Ordinance, and Noise Ordinance.
Section 4. That the regulatory ordinances designated in Section 3 above shall remain in full force and
effect except as to the event,dates,and persons or organizations as designated in Section
2 above.
