HomeMy WebLinkAbout9/15/1999 - STAFF REPORTS (10) • DATE: September 15, 1999 TO: City Council FROM Deputy Director of Aviation-Airport Operations via Director of Aviation AMERICAN ASSOCIATION OF AIRPORT EXECUTIVES - ON SITE PROGRAM RECOMMENDATION That the City Council authorize the Director of Aviation to sign a purchase agreement with the American Association of Airport Executives(AAAE)to conduct and film an on-site training seminar "Basic Airport Safety and Operations Specialist School"(ASOS)forboth Airport and Aircraft Rescue &Firefighting Staffs,at a cost of$20,500. BACKGROUND The American Association of Airport Executives has worked with the Federal Aviation Administration to produce the Basic ASOS school. Together these organizations have been conducting this course with an open enrollment format,twice a year at different locations throughout the country. The basic ASOS school provides a comprehensive look at all the federal regulations(of an operational nature) that govern airport operations. The course is considered the best fundamental training of its kind available in the industry. Each year the Airport has budgeted funds specifically to send staff to ASOS Schools. However,the limited number of times the class has been offered each year,scheduling conflicts,minimum staffing requirements etc., have resulted in far fewer personnel attending than budgeted. Funds have been carried forward each year in an attempt to retain the monies necessary to provide this valuable training. The Basic ASOS School is now available as an on site two day training course. The on site course is customized to the host airport as outlined in the attached course description. By bringing the course to Palm Springs the airport can send members of operations,maintenance, and management,as well as make it available to ARFF and Law Enforcement personnel. Sending people to this course in the past has been averaging about$1,200 per person(registration,airfare,hotel,food, etc.). We expect to send at least 12- 15 personnel to attain the breakeven point relative to the past average overall cost per person. The course is designed to handle up to 40 attendees. Personnel from several other airports in the area will be invited in an attemptto furtherreduce the total expense. Attendees from neighboring airports will be charged a fee equal to that of the open enrollment ASOS schools. The Airport Commission unanimously supported the purchase of the "Basic Airport Safety and Operations Specialist School"on-site training program. Airport Funds have been budgeted and are available in travel&training account nos.415-622542500, 415-6050-42500 and 415-6200-42500 and no general Rinds monies are necessary.Staffwholeheartedly recommends approval. We offer workshops in two formats: Basic and Advanced. Voluntary and non-regulatory, the ASOS schools are designed to increase awareness of the FAA's Part 139 airport certification program, and enhance both the professionalism and basic safety proficiency of airport operations personnel. These professional schools are specifically tailored to airport personnel responsible for the systematic operations of public-use (both commercial service and general aviation) airports throughout the United States, and they have become a regular part of many airport training programs for operations personnel. Over 5000 airport operations and safety personnel from both public-use and DOD/military airfields have attended these schools since their inception In addition to standard topics on the agenda, we have offered sessions on how to minimize an airport's legal liabilities, and, ultimately, maximize the airport's bottom line. The, format of the advanced schools is patterned after the Harvard Business School Executive Management Program. They use more problem- solving workshops, role-playing scenarios and brainstorming sessions in order to give all attendees an opportunity to actively participate. During the advanced schools, the general assembly is separated into smaller problem-solving "breakout" groups. The groups are given a case and are charged independently with developing creative solutions to the assigned scenario.
