HomeMy WebLinkAbout9/15/1999 - STAFF REPORTS 0 DATE: SEPTEMMER 15, 1999 TO: COMMUNITY REDEVELOPMENT AGENCY FROM: ACTING DIRECTOR OF THE OFFICE OF MANAGEMENT&BUDGET PUBLTCHEARINGFORTHE SALE OF A 10,918 SQUAREFOOT AGENCY-0WNEDPARCEL TO KAYLA AND MAGDI NAIMA, A MARRIED COUPLE, FOR THE PURPOSE OF CONSTRUCTINGA SINGLE FAMILY HOME RECON MUMATTON: It is recommended that the Agency approve the sale of an Agency-owned 10,918 square foot parcel at the comer ofDeborah Road and Rochelle Road in Desert Park Estates to Kayla and Moo Naima BACKGROUND: In May, 1998,the City Council and Community Redevelopment Agency listed several unused properties for sale with a local real estate broker. To date,the Ckybas sold oneparcel andthe Agency has another set of properties(one Citym.and one Agency-owned)under an Exclusive Agreement to Negotiate, pending the negotiation of a Disposition and Development Agreement The subject property in this action is the second Agency-owned parcel to receive an acceptable offer. It was originally listed for$14,000,the average ofthe three competing brokers' estimates of value, but was reduced in price to $10,000 in November, 1998 because of a lack of interest in the site on the part ofhomebuilden or home buyers. Staff received an offer of$7,000 from this buyer in July, 1999. The buyer intends to construct anew home ofapproximately 2,000 st on the site. Because the offer was lower than the $10,0001isting price,staffoommissioned R.F.Sweet&Associates to appraise the parcel. The appraised value was$8,000. Subsequently, staff counter-offered the property at the appraised value of$8,000. The buyers have not raised their price,and staff recommends accepting the $7,000 because of the unlikelihood that another offer will come in a reasonable time period. A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF PALM SPRINGS PURSUANT TO CALIFORNIA GOVERNMENT CODE SECTION 37421 EL =Q, FOR THE SALE OF AGENCY-OWNED PROPERTY WHEREAS, the Community Redevelopment Agency of the City of Palm Springs is desirous of selling certain Agency-owned property looted in the City of Palm Springs ("Sale Properly"), looted at the corner of Rochelle Road and Deborah Road, in accordance with Government Code Section 37420 gl=Q.; WHEREAS, the Community Redevelopment Agency is informed that Kayla&Magdi Naima, a married couple, ("Buyer") have applied to the City for the purchase the Sale Property; WHEREAS, the Agency finds that there is no present or anticipated future use of the Sale Property for public purposes,and that the Sale Property is zoned for single family residential use; WHEREAS, the sale of the Sale Property is consistent with the City's General Plan; WHEREAS, the Agency has performed an appraisal of the Sale Property, through the services of R.F. Sweet&Associates, and is satisfied that the report by R.F. Sweet&Associates provides a reasonably accurate assessment of the fair market value of the Sale Property for$8,000; WHEREAS, the Agency has published notice of the public hearing for September 15, 1999 at 7 p.m. for consideration of the sale of the Sale Property,pursuant to California Government Code Sections 37421, 37422 and 37423, NOW,THEREFORE,BEIT RESOLVED by the Community Redevelopment Agency of the City of Palm Springs as follows: SECTION 1. The Agency hereby finds that the sale of the Agency-owned property located at the southeast corner of Rochelle Road and Deborah Road, more specifically described as Assessors Parcel Number 501-N"18, to Kayla and Magdi Naima, is in the public interest because the Sale Property is zoned for single family residential development and the Buyers propose to construct a new home on the Sale Property. SECTION 2. The Agency hereby finds that the sale of the Sale Property for the collective amount of$7,000 is in the public interest and is not significantly below the fair mar1rA value of the Sale Property. SECTION 3. Property located on the corner of Deborah and Rochelle Roads in the City of Palm Springs All interested persons are invited to attend the Public Hearing and express opinions on the item listed above. If you challenge the nature of the proposed action in court, you may be limited to raising only those issues you or someone else raised at the Public Hearing described in this notice, or in written correspondence delivered to the City Clerk, at the address listed above, at or prior to the Public Hearing.
