HomeMy WebLinkAbout7/21/1999 - STAFF REPORTS (10) DATE: July 21, 1999 TO: City Council FROM: Recreation Manager via Director, Department of Facilities 80TM PROMENADE NATIONALE PARADE RECOMMENDATION: That the City Council approve a Minute Order authorizing the expenditure of up to, but not exceeding,$8,000 to fund the cost of City-support services for the 1999 800'Promenade Nationale Parade, appropriate $8,000 from the City's Fund Balance and approve the attached Budget Amendment BACKGROUND: The Forty et Eight was organized in 1920 as the fun and honor society of the American Legionnaires. It is composed of the veterans of both World Wars and the Korean and Vietnam conflicts. Membership in the Forty at Eight is by invitation only for recognition of service to the American Legion and/or its programs. Forthe first time,the Nationale for the Forty at Eight and Honor Society of the American Legion will be holding its 801 Promenade Nationale in Palm Springs, September 14- 18 (Tuesday through Saturday).Approximately 3,000 peopiefrom throughoutthe United States will be in attendance.The American Legion has estimated that 5,000 room nights will be used throughout the event The estimated economic impact of this convention on the city is$439,980. as shown on the attached exhibit dated March 2,which was provided by the Forty et Eight organizing committee. As part of the convention, one of the Forty at Eight's activities Is a parade. Past parades have attracted thousands of people in other cities and Palm Springs should be no different This year's parade is being organized by Parades of Palm Springs.Staff has been informed that according to the Forty at Eight's bylaws,the parade must be held on Thursday, September 16,at 7:00 p.m. Due to the downtown pavement reconstruction project on Palm Canyon, the proposed parade route will be on Palm Canyon from Vista Chino to Alejo Road,which will create a conflict with VillageFest. If it is City Council's desire to approve this event and expenditure of funds,then this action will necessitate the cancellation of VilkageFest for that evening. The Forty et Eight is asking for financial assistance to cover the cost of City support services and equipment It is estimated that the City's hard costs will total $8,000 (Police: $2,600; Traffic Maintenance: $4,200; Fire: $1,200) Poke, Traffic Maintenance and Fire staff are essential to provide for a safe venue for the parade and Its participants.This event will require street closures, traffic delineation and detours,and police escorts. Funding for this event was requested during the budget process, but funds were not approved at that time. At its April 21 meeting, the Parks and Recreation Commission unanimously (7/0) voted to recommend approval of this Minute Order. The revenue that will be generated by the approximately 3,000 people coming from throughout the United States will certainly benifit this City. It has been the tradition of the 40/8, to have a parade on Thursday evening. .This parade has attracted 1 , 000's of People. The revenue generated by this convention will surely outweigh any parade costs. We naturally canndt estimate other revenue such as sales from stores or other activities. Here is our estimated revenue to this City based upon the average room rate of $ 70 per night on an estimated room nights of 5,000 amough the hotels used. WHEREAS Resolution 19541, approving the budget for the fiscal year 1999-00 was adopted on June 16, 1999; and WHEREAS the City Manager has recommended, and the City Council desires to approve, certain amendments to said budget; NOW THEREFORE BE IT RESOLVED that the Director of Finance is authorized to record inter-fund cash transfers as required in accordance with this Resolution, and that Resolution 19541, adopting the budget for the 1999-00 fiscal year is hereby amended as follows: SECTION 1.
