AMERICAN ASSOCIATION OF AIRPORT EXECUTIVES - ON-SITE TRAINING
RECOMMENDATION:
That the City Council approve conducting an on-site training seminar with the
American Association of Airport Executives (AAAE) for an "Advanced Airport Safety
& Operations Specialist School' (ASOS) for Airport, Airport Rescue and Firefighting
(ARFF) and Palm Springs Police Department -Airport Detail personnel in an amount
not-to-exceed $21,500.
BACKGROUND:
The American Association of Airport Executives (AAAE) has worked with the Federal
Aviation Administration (FAA) to produce the Basic and Advanced ASOS program.
Both of these provide a comprehensive look at all federal regulations that govern the
operation of a commercial service airport. The course is considered to be the best
fundamental training of its kind.
Each year, the Airport has budgeted funds to send staff to ASOS. Due to scheduling
conflicts, minimum staffing requirements, travel logistics and cost, fewer personnel
than budgeted have been able to attend.
In August of 1999, a"Basic ASOS"was conducted on-site and proved to be extremely
successful. There were approximately 20 attendees from the Airport as well as several
attendees from other airports.
The "Advanced ASOS" is similar to the Basic ASOS yet has additional time for small
group discussions.The attached proposal further identifies the scope of the Advanced
ASOS, which has been customized for the Palm Springs International Airport. By
bringing the course to Palm Springs, Airport Operations, Airport Maintenance, Airport
Management, members of the Palm Springs Fire Department(PSFD), members of the
Palm Springs Police Department (PSPD) as well as personnel from other airports
within the region can attend the course.
Personnel that wish to attend will be charged a fee equal to the open enrollment for the
course. This should reduce the overall cost to the Airport.

Sufficient funds are budgeted in fiscal year 00/01. No general fund monies will be used for
this purchase.
It is necessary to move forward with scheduling this seminar in order to secure the time
period and make reservations for the training class.

Program History
The Federal Aviation Administration (FAA) and the American Association of
Airport Executives(AAAE)have offered Airport Safety and Operations Specialist
(ASOS) Schools since 1989. The workshops are offered in two formats: Basic and
Advanced.
Voluntary and non-regulatory, the ASOS schools are designed to increase
awareness of the FAA's Part 139 airport certification program, and enhance both
the professionalism and basic safety proficiency of airport operations personnel.
These professional schools are specifically tailored to airport personnel responsible
for the systematic operations of public-use (both commercial service and general
aviation) airports throughout the United States, and they have become a regular
part of many airport training programs for operations personnel. Over 5000 airport
operations and safety personnel from both public-use and DOD/military airfields
have attended these schools since their inception. In addition to standard topics on
the agenda, we have offered sessions on how to minimize an airport's legal
liabilities, and, ultimately, maximize the airport's bottom line. We can also
emphasize airport security matters should an airport request it.
Because these sessions are engaging, educational, and are taught by aviation
professionals, they are eagerly sought by airport personnel around the world.
Speakers regularly include experts from organizations such as: The Federal
Aviation Administration (FAA), The National Transportation Safety Board (NTSB),
The Airline Pilots Association (ALPA), and various airports around the globe.
AAAE offers a BASIC workshop comprised of the following topics:
• Airport Certification and Self-Inspection Programs
• Airport Design
• Foreign Object Debris/Damage Prevention
• Airfield Marking/Lighting/Signage
• Airport Driver Training
• NOTAM Dissemination
• Airport Security
• Fuel Training/Fuel Spill Management
• Safety During Construction
• Airport Recovery Plans/Disaster Drills/Aircraft Recovery
• The Aircraft Accident Investigation Process

The ADVANCED school covers subjects similar to those listed above, but in a more
dynamic"case study"environment.The format of the advanced schools is patterned
afterthe Harvard Business School Executive Management Program.They use more
problem-solving workshops, role-playing scenarios and brainstorming sessions in
order to give all attendees an opportunity to actively participate.
During the advanced schools, the general assembly is separated into smaller
problem-solving "breakout"groups. The groups are given a case, and are charged
independently with developing creative solutions to the assigned scenario.Once the
individual groups have found solutions to the case, they are reunited, and experts
critique each group's solutions as they are proposed.
