HomeMy WebLinkAbout6/7/2000 - STAFF REPORTS (6) DATE: June 7,2000 TO: City Council FROM: Landside&Security Supervisor via Director of Aviation PALM SPRINGS INTERNATIONAL AIRPORT RESIDENTIAL SOUND INSULATION PROGRAM PHASE III CONSULTANT CONTRACT AMENDMENT NO.2 RECOMMENDATION: It is recommended that the City Council approve Amendment No.2 to Standard Contract Service Agreement No. A4023 for consulting and project management services for Palm Springs International Airport (PSP) Phase III - Residential Sound Insulation Program (RSIP) for 40 additional single family dwelling units with C.Kell-Smith&Associates,Inc.and verification of parcels within the qualified boundary for an amount not to exceed$217,970;total contract amount not to exceed$1,141,945. BACKGROUND: On November 4, 1998,City Council adopted minute order No.6267 approving a standard contract service agreement for RSIP Phase II consulting services for single family dwelling units with C. Kell-Smith&Associates. Subsequently,minute order 6411 was approved on May 19, 1999 which granted the approval for consulting and project management services for Phase III RSIP which included 80 single family dwelling units within the 65db (CNEL) noise insulation program boundary. Funds are available to verify parcels within the boundary and include an additional forty(40)single family dwelling units from the grant in which the FAA allocated $2,000,000.00 of discretionary (AIP)funds for PSP sound insulation projects.The additional forty(40)single family dwelling units will be added to the to the existing eighty(90)already planned as part ofRSIP Phase III project for a total ofone hundred twenty(120)single family dwelling units included in RSIP Phase M. Further economies of scale for construction cost are also realized by including these units. Airport staff continues to seek additional FAA funding for the remaining homes within the Noise Insulation Program Boundary(65dB CNEL). There will be no money from the city general fund is used for this project. Funds are available in 415-6600-56018,Third Phase Noise Mitigation. THIS SECOND AMENDMENT TO THE AGREEMENT FOR CONTRACT SERVICES (No. A4023) (herein AGREEMENT") is made and entered into this Z day of Jim 2000,by and between the CITY OF PALM SPRINGS (herein "City" or `Owner"), a municipal corporation, and C. KELL-SMITH & ASSOCIATES, INC. (herein "Contractor"), and amends that certain Agreement for contract services dated November 4. 1998,as amended,between the same parties,as follows: Section 1:Amend Exhibit W.Scone of Services.is to add at the end thereof after item 18,the following_ PHASE III An additional phase of 40 more homes is added to the scope of work. The same services shall be performed by the contractor for this phase as for the prior phases,including program management,acoustical engineering and architectural services,except as provided below: 1. Phase III-Program Management Services-Reports:Forensic Analytical(FA)will provide reports on all test conducted for lead-based paint,asbestos and carbon monoxide. 2. Phase III-Acoustical Engineering Services-Attend one(1)scoping meeting at Palm Springs International Airport with Airport Staff to define the needs of the project and to discuss project coordination issues. 3.
