HomeMy WebLinkAbout7/28/1999 - STAFF REPORTS (9) Date: July 28, 1999 To: City Council From: Fire Chief AWARD LEASE/PURCHASE PARAMEDIC SQUAD UNIT RECOMMENDATION: It is recommended that the City Council award the lease/purchase of one (1) "paramedic squad" to Raceway Ford, Riverside, CA. The major components of the "paramedic squad" are a Ford F-450 truck chassis, a specialized utility body, and associated electronic and emergency lighting accessories. The proposed acquisition cost will not exceed $60,000 including taxes, through participation in Riverside County specification 99-S3-01. The lease/purchase will be administered through the Master Lease Agreement program via the California Statewide Communities Development Authority, an agency sponsored by the League of California Cities and the California State Association of Counties (Catease). BACKGROUND: Phase I of the Paramedic Program was approved by City Council with the adoption of the FY-1999/2000 budget. During the various City Council discussions of this new program, Council suggested that staff investigate the use of an altemative-fuel-vehicle (AFV) for the non-transport Advance Life Support (ALS) service. Staff has thoroughly investigated the use of an AFV and have determined that no vehicle is available that meets all of the requirements. It is imperative that the "paramedic squad" will be very maneuverable in traffic, capable of a high payload, with a very responsive engine. Staff has determined that a very large AFV would be required to meet the payload requirements and engine response demands for this application. The large AFV would significantly compromise the needed maneuverability and increase the acquisition cost. The power plant for the proposed "paramedic squad" is a turbo-charged diesel V-8, 7.3 liter or larger, producing 235 hp at 2,700 rpm, and 500 lb./ft torque at 1,600 rpm. A grant application to implement a paramedic program was submitted to the State of California Office of Traffic Safety (OTS) on December 18, 1998. As part of the $96,500 grant application, $45,000 was identified for the "paramedic squad" acquisition. As of this date, OTS has not announced the grant awards. Normally the announcement of OTS grant awards is made in mid to late May. The Procurement Manager, pursuant to the requirements of Municipal Code Section 3.12.270.6 finds that the competitive process conducted by the County of Riverside, Purchase Order No. 87348, for the proposed purchase is adequate to protect the public interest and that the proposed cost of the equipment is likely to be less through the proposed cooperative purchase than could be attained through the City's independent purchase process. A copy of the County of Riverside award documents is on file at the City Clerk's office. SUMMARY: A light-duty truck chassis and specialized body configuration is required to implement the non-transport paramedic program (Phase 1). It is recommended that the framework of Riverside County's specification for a short-wheel base rescue squad (County specification #99-S3-01) be utilized. The Master Lease Agreement (CaLease) would be the purchasing mechanism.
