HomeMy WebLinkAbout7/28/1999 - STAFF REPORTS DATE: JULY 28, 1999 TO: COMMUNITY REDEVELOPMENT AGENCY FROM: CDBG/HOUSING COORDINATOR VIA ASSISTANT CITY MANAGER, ADMINISTRATION CONTRACT WITH DAVID PAUL ROSEN &ASSOCIATES RECOMMENDATION: It is recommended that the Community Redevelopment Agency approve a contract with David Paul Rosen&Associates to provide a market analysis of affordable housing in the City of Palm Springs in an amount not to exceed $20,000. Final agreement to be in a form approved by the City Attorney. BACKGROUND: At an Agency study session in March 1999, staff requested direction on several affordable housing proposals. After a considerable amount of discussion on the City's overall housing policy,the Agency felt it needed additional information on the status of the City's housing stock, the number of affordable units, the City's legal requirements on affordability issues, etc. In order to provide the Agency with the information it asked for, staff deemed that a professional consulting firm with the experience of performing housing market analyses was required. With the assistance of the Procurement Division a Request for Proposals(RFP)was developed requesting that a market analysis cover the following: ♦ Regulatory requirements, including the Redevelopment Implementation Plan (AB 1290), Regional Housing Needs Assessment(RHNA), and the Consolidated Plan required by HUD; ♦ The supply of existing affordable housing stock by type, location, geographic concentration, occupancy, price/rent and condition. ♦ The demand for affordable housing in Palm Springs, based on current demographics, historical growth rates in the community, and project trends over the next five years. The RFP was advertised on June 12, 1999, with proposals due in the Procurement Division office by July 10, 1999. The RFP was supplied to 20 vendors. Three responses were received: David Paul Rosen &Associates, $19,000; Parkway Consultants, $15,000; and Jack Faucett Associates, $19,738. The proposals were evaluated by a staff committee consisting of the Office of Economic Programs Manager,the Procurement Manager, and the CDBG/Housing Coordinator. Each committee member reviewed the proposals independently and then together as a group. After careful evaluation and assessment of the various elements of each RFP,there was a unanimous decision to select the RFP submitted by David Paul Rosen&Associates(DRA). DRA's total fee is $19,000,which includes labor and reimbursable expenses, as well as attendance at two meetings in Palm Springs. The Agency is asked to approve a contract with DRA in an amount not to exceed$20,000 in order to account for any additional meetings or unforeseen expenses that may be initiated by either party and are necessary to complete a successful product. DRA shall receive approval for any additional costs above their quoted fee of$19,000 prior to expenditure of funds.
