HomeMy WebLinkAbout5/17/2000 - STAFF REPORTS (10) DATE: May 17, 2000 TO: City Council FROM: Recycling Coordinator VIA Redevelopment Director AUTHORIZING SUBMITTAL OF FUNDING REQUEST FOR BEVERAGE CONTAINER RECYCLING RECOMMENDATION: That the City of Palm Springs authorize submittal of a Funding Request Form to the Department of Conservation's Division of Recycling and authorize the City Manager to execute all necessary documents. BACKGROUND: In 1986, the California Beverage Container Recycling and Litter Reduction Act was adopted, with the Department of Conservation's Division of Recycling in charge of the program. Pursuant to Section 14581 (a)(4)(A) of the Act, $10,500,000 is required to be distributed to eligible cities and counties for beverage container recycling and litter cleanup activities. Each city may receive a minimum of$5,000 or an amount calculated by the Division, per capita based, whichever is greater. The City of Palm Springs has been allocated $12,540 and is required to submit a request for funding no later than May 31, 2000. The City will be putting a great deal of emphasis on beverage container recycling at our various special events including: Villagefest, Bike Weekend, parades, New Year's Eve celebration and other special events throughout the year. Our focus will be on supplying recycling containers and information to the public emphasizing the importance of recycling, particularly plastics. OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF FUNDING REQUEST FORM TO THE DEPARTMENT OF CONSERVATION'S DIVISION OF RECYCLING AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS. --------------------- WHEREAS, the people of the State of California have enacted the California Beverage Container Recycling and Litter Reduction Act that provides funds to cities and counties for beverage container recycling and litter cleanup activities; and WHEREAS,the California Department of Conservation's Division of Recycling has been delegated the responsibility for the administration of the program within the State, setting up necessary procedures for cities and counties or their designees under the program; and WHEREAS, per Section 14581 (a)(4)(E)of the California Beverage Container Recycling and Litter Reduction Act, the eligible participant must submit the Funding Request Form by the due date and time in order to request funds from the Department of Conservation's Division of Recycling. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Palm Springs authorizes the submittal of the Funding Request Form to the Department of Conservation's Division of Recycling. The City Manager is hereby authorized and empowered to execute in the name of the City of Palm Springs all necessary forms thereto for the purposes of securing payments and to implement and carry out the purposes specified in the Section 14581 (a)(4)(A)of the California Beverage Container Recycling and Litter Reduction Act and provide information regarding this program to the Division upon request.
