APPROVAL OF CONTRACT SERVICES AGREEMENT WITH RANCHO CALIFORNIA
CONSULTANTS FOR PROFESSIONAL SERVICES CONSISTING OF
CONSTRUCTION MANAGEMENT FOR THE INDIAN CANYON DR. TRAFFIC SIGNAL
RECOMMENDATION:
That the City Council approve a Contract Services Agreement with Rancho
California Consultants for professional services, consisting of construction
management for Section B, STPLG 5282(010) Traffic Signal Installation and
Modification on Indian Canyon Drive between Baristo and Tamarisk, for an
amount not to exceed $15,000.00, City Project No. 95-06.
BACKGROUND:
On May 3, 2000, the City Council approved Program Supplement No. 005-M1 to
State Master Agreement No. 08-5282 for reimbursement of preliminary
engineering and construction costs for Phase 1 of the traffic signal interconnect,
traffic signal construction and traffic signal modification on Tahquitz Canyon
Way and Indian Canyon Drive. The Supplement Agreement provided 100%
Federal funds in an amount of$664,000.00 to fund the preliminary engineering
and construction on the Phase 1, Indian Canyon Drive portion of the work.
Simultaneously, CVAG has been proceeding with a project utilizing State and
Federal funds to interconnect regional roadways within the Coachella Valley.
Included in the CVAG project is Indian Canyon Drive. This portion is being
advertised with bid opening scheduled May 22, 2000. CVAG has hired Rancho
California Consultants as construction manager for this interconnect project. In
order to avoid overlapping of tasks on this project, City staff has met with CVAG
staff and Caltrans Local Assistance staff to work out a procedure where both
projects could get accomplished without any work duplication.
Caltrans has given approval forthe City to utilize the services of the pre-
approved CVAG consultant, Rancho California Consultants, to perform
construction management and inspection for the new signals on Indian Canyon
Drive funded by the Federal grant to the City. The interconnection of those
signals, and the existing signals, is already included in the CVAG project. The
CVAG and City portions of the construction have been combined into one
construction contract with separate items identified so that the Federal funding
sources of the City and CVAG are kept separate. The Tahquitz Canyon Way
portion of the project will be designed and constructed separately, subsequent
to the Indian Canyon Dr. work.

Rancho California Consultants has provided the City a proposal for the
construction management services in the amount of$15,000. These costs are
100% reimbursable under the aforementioned Federal grant.
Staff recommends that City Council approve a Contract Services Agreement
with Rancho California Consultants in the amount not to exceed $15,000.00.
Funds are available in account number 261-4491-50159.

INSTALLATION AND MODIFICATION

THIS CONTRACT SERVICES AGREEMENT (herein "Agreement") is made and entered into
this _day of , 2000, by and between the CITY OF PALM SPRINGS, a municipal corporation
(herein "City") and Rancho California Consultants (herein "Contractor"). (The term Contractor
includes professionals performing in a consulting capacity).
NOW, THEREFORE, the parties hereto agree as follows:
1.0 SERVICES OF CONTRACTOR
1.1 Scone of Services. In compliance with all of the terms and conditions of this
Agreement, the Contractor shall perform the work or services set forth in the "Scope of Services"
attached hereto as Exhibit "A" and incorporated herein by reference. Contractor warrants that all work
and services set forth in the Scope of Services will be performed in a competent, professional and
satisfactory manner.
1.2 Compliance With Law. All work and services rendered hereunder shall be
provided in accordance with all ordinances, resolutions, statutes, rules, and regulations of the City and
any Federal, State or local governmental agency of competent jurisdiction.
1.3 Licenses, Permits. Fees and Assessments. Contractor shall obtain at its sole
cost and expense such licenses, permits and approvals as may be required by law for the performance
of the services required by this Agreement.
2.0 COMPENSATION
2.1 Contract Sum. For the services rendered pursuant to this Agreement,
Contractor shall be compensated in accordance with the "Schedule of Compensation" attached hereto as
Exhibit "B" and incorporated herein by this reference, but not exceeding the maximum contract amount
of$15,000.00 ("Contract Sum").
2.2 Method of Payment. Provided that Contractor is not in default under the terms
of this Agreement, Contractor shall be paid as outlined in Exhibit "B", Schedule of Compensation.

SCOPE OF SERVICES
Provide construction mLaagement, contract administration and inspection services for Section B portion
of the Coachella Valley Signal Synchronization Project, STPLG 5282(010), Traffic Signal Installation
and Modification along Indian Canyon Drive, including but not limited to:
1. Construction Management, for coordination and administration of inspection services
2. Attendance at pre-construction meeting
3. Construction inspection of the improvements for compliance with plans and specifications
4. Prepare and maintain all records and reports, including daily inspection reports and all contract
administration in accordance with procedures in Caltrans Construction Manual
5. Review progress pay requests and provide monthly pay estimates in accordance with City
format
6. Review change order req uests from construction contractor or City
7. Measure and tabulate quantities
S. Monitor traffic control and ensure safety procedures are followed
9. Prepare punch list and documentation for acceptance by City
10. Submit red-line "as-built" plans to City
11. Assist City in completing project completion documents for submittal to Caltrans

I HEREBY CERTIFY that this Minute Order approving a Contract Services

Tamarisk, for an amount not to exceed $15,000.00, City Project No. 95-06. was
adopted by the City Council of the City of Palm Springs, California, in a meeting
thereof held on the 17th day of May 2000.
