BACKGROUND: The Parks&Recreation Commission has submitted an application to the California Integrated Waste Management Board for a Playground Cover Grant to assist in the purchase in rubberized playground surfaces, such as was recently installed in Sunrise Park and Ruth Hardy Park. This surface material is made from recycled fines. Rubberized playground surfaces have become more common with the passage of the Americans with Disabilities Act(ADA),which requires equal access to all public facilities. The cover material provides a relatively smooth surface(it's usually somewhat"pebbly")that will allow a child in a wheelchair or otherwise challenged easier access to a playground structure than through deep sand or wood chips. The product also provides an excellent market for California's used tires, many of which would wind up in landfills, tire monofills, or illegal tire dumping sites. The California Integrated Waste Management Board has promoted this product in the past with funding rounds. Parks is looking at a regular program of structure replacement at several other Palm Springs parks, so is appropriate to seek grant funding for these projects in this funding round.
