HomeMy WebLinkAbout5/3/2000 - STAFF REPORTS (2) DATE: May 3, 2000 TO: City Council FROM: Grants and Government Affairs Manager APPROVE GRANT AGREEMENT FOR TRAFFIC SIGNAL INTERCONNECTS RECOMMENDATION: That the City Council approve Program Supplement Agreement No.005-M1 to State MasterAgreement No.08-5282 forpreliminary engineering and construction costsfor Phase-1 for the Traffic Signal Interconnect on Tahquitz Canyon Way and Indian Canyon Drive. The total cost estimate is$1,328,000 federal and no local match,with the preliminary engineering and construction phase estimated at $664,000 for the Phase-1 Indian Canyon portion of work which is covered by Supplement Agreement No. 005-M1. City Project No. 95-06 (State Project No. STPLG-5282(010). BACKGROUND: On February 18,1998,City Council approved MasterAgreement No.08-5282 with the State, updated due to the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) and changes in Caltrans local-assistance (Resolution 19201, Agreement A1459). Caltrans has submitted Program SupplementAgreement No.005-M 1 forapproval for reimbursement of preliminary engineering and construction costs forthe Traffic Signal Interconnects on Tshquitz Canyon Way and Indian Canyon Drive. The total cost estimate Is$1,328,000 federal and no local match is required. The project is funded by Surface Transportation Plan (STP) grant funds under the ISTEA program. Attached is a Minute Order which authorizes City Council approval of Program Supplement Agreement No. 005-M1 for the $664,000 cost for the preliminary engineering and construction of Phase-1 (Indian Canyon)phase of work- This Phase- 1 of work is being combined with CVAG's Coachella Valley-wide signal interconnect project. Phase-2 (Tahquitz Canyon)will be covered by another upcoming program supplement agreement since Phase-2 work will be constructed under separate contract. The project will be funded by an offsetting budget adjustment in Capital Projects Fund No. 261-4491. Please note that no local general funds are required and all expenditures are from outside funding sources. ROBERT L. All maintenance, involving the physical condition and the operation of the improvements, referred to in Article III MINTENANCE of the aforementioned Master Agreement will be the responsibility of the Local Agency and shall be performed at regular intervals or as required for efficient operation of the completed improvements. 2. The Local Agency agrees the payment of Federal funds will be limited to the amounts approved by the Federal Highway Administration in the Federal-Aid Project Agreement (PR-2) /Detail Estimate, or its modification (PR-2A) or the FKK--76, and accepts any increases in Local Agency Funds as shown on the Finance or Bid Letter or its modification as prepared by the Office of Local Programs Project Implementation. 3. This agreement supplements the Local Agency-State Master Agreement for Federal-Aid projects, with the understanding that all provisions of the 1991 Intermodal Surface Transportation Efficiency Act (ISTEA) apply. 4.
