AIRPORT ENGINEERING SERVICES AMENDMENT NUMBER NO. 9
RECOMMENDATION:
It is recommended that the City Council approve Amendment #9 with Isbill
Division/Raytheon Infrastructure, Inc for design, engineering and field supervision
associated with runway safety Improvements in an amount not-to-exceed $81,040.00.
BACKGROUND:
As a result of three(3)runway incursions that occurred at the Airport in January and
February of this year, the Federal Aviation Administration (FAA) Runway Incursion
Action Team (RIAT) was dispatched to Palm Springs to review the incidents and
develop possible solutions to reduce the potential for future incursions. The team
recommended the following additions to the Airport:
• enhanced runway/taxiway markings to reduce the potential for runway incursions
as well as meet the most recent FAA standards. These markings consist of
updated runway holding position lines, taxiway centedine reconfiguration and
surface painted runway holding position markings.The updated markings have
been used successfully at other airports to reduce the potential for runway
incursions.
• the installation of Elevated Runway Guard Ughts(ERGLS),which will be installed
where taxiway"B"crosses runway's 13R/31L and 13L/31R. ERGLS are highly
visible aitemate flashing,amber lights approximately 18"tall which are installed
adjacent to runway hold-short markings and signs.They further help to identify
the hold point for aircraft and vehicles prior to entering the runway environment.
ERGLS have been used very successfully at otherairports to reduce the potential
for runway incursions.
Due to the extension of runway 13R/31 L and otherairfield Improvements,the capacity
of the existing emergency generator, as well as the physical size limitations of the
airfield lighting vault, is inadequate for the present emergency electrical load
requirements. In addition to the runway safety enhancements previously mentioned,
the Airport needs to upgrade the airfield emergency generator and expand the airfield
lighting vault
In order to complete this work, Isbill/Raytheon was asked to develop the engineering
and design documentation as well as provide field supervision during the construction
phase.
The Airport Commission has discussed this Issue with staff on several occasions and
will take formal action at their regularly scheduled meeting of May 3, 2000. 3A
The FAA has verbally approved of these engineering cost for this proposed project
Funds are available in account no.41"600-%017. No general fund monies will be
used on this Item.
