City Council FROM: Operations&Communications Supervisor via Director of Aviation AIRPORT RUNWAY EXTENSION PROJECT-CHANGE ORDER#5 RECOMMENDATION: It is recommended that the City Council approve Change Order 05 (subject to FAA approval)with E.L.Yeager Construction, Inc.for runway safety improvements in the amount of$482,780.00. BACKGROUND: In January and February of this year,the Airport received three(3)runway incursion reports from the Federal Aviation Administration (FAA) Air Traffic Control Tower (ATCT). Runway Incursions are defined as any situation which forces an aircraft to drastically alter direction. This safety Issue has long been a high-priority item for the FAA and the aviation industry. Due to the incursions and in accordance with FAA procedures,a Regional Incursion Action Team (RIAT)was dispatched to Palm Springs International Airport(PSP)to review the incidents and develop possible solutions to reduce the potential for future incursions.The team recommended the following additions to the Airport: • enhancedrunway/taxiwaymarkingstoreducethepotentialforrunwayincursions as well as meet the most recent FAA standards. These markings consist of updated runway holding position lines, taxiway centerline reconfiguration and surface painted runway holding position markings.The updated markings have been used successfully at other airports to reduce the potential for runway incursions. • the installaation of Elevated Runway Guard Lights(ERGLS),which will be installed where taxiway'B'crosses runways 13Rl31L and 13L/31R. ERGLS are highly visible alternate flashing,amber lights approximately 18'tall which are installed adjacent to runway hold-short markings and signs. They further help to identify the hold point for aircraft and vehicles prior to entering the runway environment ERGLS have been used very successfully at otherairports to reduce the potential for runway incursions. In addition to the runway safety enhancements, this change order includes an upgrade to the airfield emergency generator and an expansion of the airfield lighting vault The extension of runway 13Rl31 L and other Improvements to the airfield have exceeded the capacity of the existing emergency generator, as well as the physical size limitations of the airfield lighting vault. The agreement with E. L. Yeager for the extension of runway 13W31 L has funds remaining.The FAA has verbally agreed to the provisions of this change order. We expect a formal approval prior to the City Council meeting of May 3,2000. Airport improvement Program(AIP)funding will cover 90%of the cost of the project,Q)9 with the remaining 10%covered by Airport matching funds. No general fund monles will be used on this item.
