HomeMy WebLinkAbout4/19/2000 - STAFF REPORTS (6) DATE: April 19, 2000 TO: City Council FROM- Director, Department of Facilities PURCHASE OF REPLACEMENT VEHICLES RECOMMENDATION: That City Council approve the purchase through the State of California Alternative Fuel Vehicle Contract two (2) 2000 Ford Ranger trucks from Folsom Lake Ford and four (4) 2000 Ford F-150 trucks from Senator Ford. BACKGROUND.- The six (6)trucks being requested are to replace existing trucks in the Department of Facilities that have reached the end of their useful life. The four (4) Ford F-150 trucks are to replace four (4) existing 1989 Chevrolet trucks in the Facilities Division, and the two (2) Ford Ranger trucks are to replace two (2) trucks in the Parks and Recreation Division, one being a 1989 Isuzu and the other being a 1990 Chevrolet 5-10. All of the proposed vehicles being requested will meet the new South Coast Air Quality Management District (AQMD) Rule 1190 requirements. Rule 1190 regulations, which will take effect on January 1, 2001, stipulate that all newly- acquired medium and light-duty non-safety fleet vehicles of local government agencies must meet new standards for low-emission gasoline(LEV)or alternative- fuel (AFV)vehicles to reduce toxic air pollutants in the district. This new regulation applies to all fleet operations in the district that have fifteen (15) or more vehicles in their inventory. The vehicles being requested have historically only been available at the most economical price through Cooperative Purchasing Agreements with larger entities such as those currently in place with the State of California or the County of Riverside.Automobile dealers that do not participate in programs of this nature can make similar vehicles available to the City; however, they are at a significantly higher cost ($2,000 to $4,000 per unit) with much longer lead times required for ordering purposes. The City of Palm Springs has consistently found value in the past through using the Cooperative Purchasing Agreement and Alternative Fuel Vehicle Contract with the State of California.This contract continues to provide the greatest vehicle selection to meet the various operational and diverse needs of the City. 6A The costs for the vehicles being requested are as follows: Two (2) Ford Ranger Trucks @ $12,492.60 ea. _ $ 24,985.20 7.75% Sales tax = 1,936.35 Four (4) F-150 Ford Trucks @ $21,701.00 ea. = 86,804.00 7.75% sales tax 6,727.31 TOTAL = $120.452.36 PURCHASE OF REPLACEMENT VEHICLES April 19, 2000 Page Two Funds for the purpose of programmed vehicle replacement are available in Account No. 510-0475-50020, Motor Vehicle Replacement (MVR). The replaced units will be declared surplus and sold at competitive public auction. I HEREBY CERTIFY that this Minute Order, approving purchase of four (4) alternative fuel F-150 trucks through State of California Alternative Fuel Vehicle Contract from Senator Ford, Sacramento, California, at a unit price of$21,701.00 plus 7.75% sales tax, for a total of$93,531.31, was adopted by the City Council of the City of Palm Springs, California, in a meeting thereof held on the 1 V day of April, 2000.
